Site work and paving for a mixed-use development in Euclid, Ohio. Conceptual plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; and sidewalk / parking lot.
The City of Euclid has prioritized the maintenance and expansion of vibrant recreational amenities as a guiding principle in its 2018 Master Plan. As the City aims to deliver on this tenet, it seeks to maintain and upgrade existing park facilities to achieve a high level of quality, safety, aesthetic appeal, and function. In order to meet the community's objectives, the City is seeking qualifications for engineering firms to provide professional services for the design and implementation of improvements for two public projects: Heritage Park (Park) and the East 215th Street Trail (Trail). Included with the engineering services is a small amount of landscape architecture services. Interested firms should supply qualifications and fee schedules for engineering, construction plan sets, estimates of probable cost, project bidding, and construction management services. Fees are to be itemized per project but presented as one sum for City consideration. Improvements at these projects are made possible in part due to Cuyahoga County Supplemental Grant (CDSG) funds awarded to the City in 2025. Construction of these projects must be completed by year-end 2025. Due to the time constraints imposed by the grant funding, the City is utilizing a request for qualifications process. All questions or requests for clarification with respect to the RFQ must be submitted via e-mail to: planning@cityofeuclid.com. The selected firm will provide comprehensive design, engineering, and implementation services, including but not limited to: Heritage Park: Utilizing a city-adopted park concept plan, develop a full plan set for bidding and construction within the project's budget. Provide two elevation renderings that can be shared with the community. Remove and replace existing fence posts along East 193rd Street with a decorative black metal fence. Design and specify site amenities, including trash receptacles, dog waste stations, seating and ADA-compliant furnishings to match city standards (City will provide). Explore the addition of a concrete knee wall similar to those at Upland Sims Park and Lakefront Trail (City will provide plan sets for reference). Develop a limited landscape plan incorporating low-maintenances, shade-providing trees that contribute to storm water management. Draft a consolidation plat to be filed with the Cuyahoga County Fiscal Officer. Provide an opinion of probable cost. East 215th Street Trail Widen and regrade the existing trail for storm water control and safety. Design trail extension utilizing vacant parcels via the Euclid Land Reutilization Program (Euclid Land Bank) to reach Goller Avenue. Provide trail amenities, including signage, distance markers, waste receptacles, dog waste stations, and a bicycle fix-it station. Install pedestrian street lighting throughout the trail. Develop a limited landscape plan incorporating low-maintenances, shade-providing trees that contribute to stormwater management. Develop probable costs for all phases (1- existing trail rehabilitation and widening and 2-Goller extension). Urban Forestry The City may self-assess the tree canopy in both project areas and provide a report to the selected firm for use in developing the improvements plan. The City reserves the right to reject any or all proposals and to waive any irregularities in the submission process.
