The work consists of furnishing all materials, equipment, supplies, transportation, and labor, as well as conducting all the necessary work to permit, coordinate, drill, install, develop, and test two (2) municipal test wells on Town owned property near Los Amigos Road, and such other items of work as are required to complete the project, as shown on Figure 1. These wells will be tested as Aquifer, Storage, and Recovery (ASR) test wells for up to 1 year, therefore these wells will be constructed as municipal wells, even though they will only be permitted as test wells for the ASR testing period. The target combined extraction rate for the two wells is 400 gallons per minute (gpm) and design combined injection rate is 200 gpm. The Contractor shall possess a State of California "C-57" contractor's license at the time bids are received by the Town and throughout the execution of the contract. No bidder may withdraw their bid for a period of 60 (sixty) days after the date set for the opening of bids. The check or bidder's bond shall be given as a guarantee that the bidder shall execute the contract, if awarded to him, in conformity with the contract documents and shall provide the statutory faithful performance bond, and labor and materials (payment) bond for 100% of the contract price, conditioned upon the faithful performance of said contract, said bonds to be provided within ten (10) days, not including Saturdays, Sundays, and legal holidays, after notification of the award of the contract to the bidder. The Windsor Town Council reserves the right to reject any or all bids and to determine which proposal is the lowest bid of a responsible bidder. The Windsor Town Council also reserves the right to waive any nonconformity not material to the cost of performance in the said proposals or bids.
