Site work and paving for a civil project in Hanover Park, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The proposed construction consists of installing approximately 160 lineal feet of 6-inch, 7,110 lineal feet of 8-inch, 30 lineal feet of 10-inch, 580 lineal feet of 12-inch water main, and 120 lineal feet of 10-inch water main lining, including new hydrants, valves, and other miscellaneous items of work. The scope also includes full resurfacing of the roadways within the project area. The contract will include all work necessary to install the water main, install water service lines via directional drilling or open cut methods, reconnect existing water service lines, restore and resurface the roadway, and perform all restoration to return the area to its original condition. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (IEPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. Bidders are advised of the following requirements of this contract: 1) IEPA Public Water Supply Loan Program (35 IAC Part 662) rules, 2) Illinois Prevailing Wages or the Davis-Bacon Act (40 USC 276a through 276a-5), whichever is greater, 3) Adherence to Public Act 30 ILCS 570 Employment of Illinois Workers on Public Works projects, 4) IL Works Jobs Program Act (Apprenticeship Initiative), 5) DBE Policy per 40 CFR Part 33 (as amended), 6) Build America, Buy America requirements as contained in the federal Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. [Loan Rules Section 662.620(b)], 7) 10% Bid Security with the bid submittal; 8) 100% Performance/Payment Bond. The loan recipient policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to the bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this order are explained in 41 CFR 60-4. Prequalification of Bidders in accordance with the applicable parts of IDOT Bureau of Local Roads and Streets Recurring Special Provision Bidding Requirements and Conditions for Contract Proposals (Check Sheet LRS 6) will be required of all bidders on this proposal.
