The Franklin Regional Council of Governments (FRCOG) wishes to receive qualifications based proposals for consultant services to complete two Neighborhood Infrastructure Inventory & Assessments - one for the City of Greenfield & one for the Town of Orange. The selected consultant will complete an inventory of infrastructure conditions in two municipalities in Franklin County in support of a future request by Greenfield and Orange to the Massachusetts Executive Office of Housing & Livable Communities (EOHLC) for official slum & blight district designations under M.G.L. Chapters 121A and 121B. Services sought for evaluation of public and private infrastructure; scoping of infrastructure as needed; mapping and visual summary of information; related and supporting documentation. Up to one hundred and five thousand dollars ($105,000) has been budgeted for this intensive neighborhood planning activity, inclusive of fees, subconsultants, and reimbursable items. Additional background information on the project and a detailed scope of services can be found in Attachments A and B. 2. Each proposal must remain valid until the award date of the contract for services herein sought, up to sixty (60) days after the proposal's due date. 3. The FRCOG may cancel this RFQ, in whole or in part, at any time whenever such an act is deemed in its best interest. 4. The FRCOG is not responsible for any costs incurred by a proposer in preparing and submitting a proposal in response to this RFQ. 5. This project is funded through an Massachusetts Executive Office of Housing & Livable Communities (EOHLC) Community Development Block Grant (CDBG) to the City of Greenfield (FY2022/2023) and Town of Orange (FY2024). The FRCOG is acting as the project manager on behalf of Greenfield and Orange for this project. All terms and conditions governing state programs as well as the Massachusetts EOHLC's CDBG program shall apply (See Attachment E 'Sample Contract Provisions, Attachment F 'Primary Federal Regulations'). 6. The scope of services shall be completed by September 30, 2025, unless otherwise agreed by the funding agency and the selected firm. The FRCOG reserves the right to waive minor discrepancies or permit a competing firm to clarify such discrepancies and so conduct discussions with all qualified competing firms in any manner necessary to serve the best interests of the FRCOG. The FRCOG reserves the right to award the contract up to sixty (60) days after the proposal due date. At this time, a contract award is expected by June 2025. The FRCOG is the awarding and contracting authority on behalf of the City of Greenfield and the Town of Orange. Budget: The Town of Orange has a budget of no more than $30,000 for this work. The City of Greenfield has a budget of no more than $75,000 for this work. The total work for these tasks should not exceed $105,000. The method of Contractor Selection has not been Determined at this time.
