The City of Waltham acting through its Mayor, will receive responses from qualified firms for Owner's Project Manager (OPM) Services to provide Project Management Services for the feasibility, schematic and final design of a renovated Waltham Public Library located at 735 Main Street, Waltham, MA 02451. The Library and Board of Trustees is requesting a needs study to determine what renovations would help to modernize the space and layout of the current Waltham Library. A list of possible suggestions to explore have been provided in the RFP. The City reserves the right to reject any and all responses, to waive informalities and to award in the best interest of the City. The City of Waltham, Massachusettsis seeking proposals from qualified firms to provide Owner's Project Management (OPM) services for the renovation and expansion of the Waltham Public Library. This project aims to modernize the library facility to better serve the community's evolving needs while preserving its historic integrity. The OPM shall assist in determining what renovations would help to improve and modernize the space and layout of the current Waltham Library. A list of possible suggestions to explore have been provided below. Possible Improvements: o Sustainability: o The City of Waltham was designated as a Green Community in 2017. A sustainable renovation to our Library would help us with cost-saving measures like energy efficiency, waste reduction, and lower utility bills. o Accessibility: o Review of all entrances/exits and ADA Compliance throughout the Building. o Explore possibility of two, ADA accessible public elevator access to all floors o Security/Safety: o Explore solutions frequent issues with patrons who have substance abuse disorders or mental health issues and safety is always our highest priority. Improve layout so areas all areas are visible. o Increasing sight line of all public areas. This may require shorter shelving units, more open spaces, and glass partitions (perhaps partially frosted) instead of walls. o Improved acces to small multi-use spaces by Staff with badge o Improve viewing of small enclosed study rooms and meeting spaces o Review and upgrade Security cameras should continue to be used. o Restrooms must be in staff sightlines. OPM Services The duties of the owner's project manager shall include, but need not be limited to, providing advice and consultation with respect to design, value engineering, scope of the work, cost estimating, general contractor and subcontractor prequalification pursuant to section 44D 1/2 or 44D 3/4 when applicable, scheduling, construction and the selection, negotiation with and oversight of a designer and a general contractor for the project, ensuring the preparation of time schedules which shall serve as control standards for monitoring performance of the building project, and assisting in project evaluation including, but not limited to, written evaluation of the performance of the design professional, contractors, and subcontractors. Duties also include specifically: 1) The OPM will assist the City in managing the procurement of an Architecture/Engineering ("AE")team to perform the feasibility study, preparation of schematic designs, renderings of the desired options, with not-to-exceed costs. The OPM will prepare two independent cost estimates for this work. 2) Oversee and review the architect's work as it relates to the quality and efficiency of design and preparation of architect's schedules and cost estimates. 3) Review architect's invoices for services rendered and make recommendations for payment. 4) Review the schematic plans, construction documents, evaluations and specifications for cost effectiveness, constructability issues, missing items, coordination, and compliance with the requirements of M.G.L. Chapter 149, Section 44A-M and all other applicable laws, codes, and regulations. 5) Develop, maintain, and monitor the project budget and schedule. 6) Engage city departments, staff, and the community throughout the project. 7) Provide regular and timely written reports as required by the City, including but not limited to, monthly updates on project schedule, budget, and status. 8) Attendance at meetings with the project Building Committee and all other designated committees/boards the project is presented to. 9) Work with the AE team to develop a feasibility study to determine the program, functionality and use of the building and each space. 10)Work with the AE team to develop an engineering assessment of the current building's condition and the cost to demolish. Work with the AE team to assess and advise on the advantages and disadvantages of engaging various "Green" technologies. The City reserves the right to re-advertise if a fee and/or final scope of work cannot be negotiated with one of the top three ranked firms. The negotiated fee will be all inclusive. A final construction cost in excess of the initial construction estimate will not, in and of itself, constitute a justification for an increased OPM fee. The method of Contractor Selection has not been Determined at this time.
