Site work and paving for a sidewalk / parking lot in Fort Morgan, Colorado. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

All questions must be in writing and addressed to Jim Willis, Streets Superintendent, at jim.willis@cityoffortmorgan.com. The cutoff date and time for questions is Thursday, April 10, 2025, at 9:00 a.m. It is the responsibility of prospective bidders to contact Jim Willis at (970) 542-3987 to verify receipt of questions. Based upon such inquiry, the City may choose to issue an Addendum. Bids must be properly signed, and any bid addendums acknowledged, by an authorized representative of the company with the legal capacity to bind the company to the contractual agreement. In addition, the authorized representative's signature of the Proposal assures the company's understanding of the City's Procurement Policy. Only Bids properly received will be accepted. Project Summary and Bid Document Information: The Project is generally described as concrete removal, subgrade stabilization with Portland Cement, and repaving with 9" Class P 4,500 psi, Flexural Strength of 650 psi concrete of the existing Barlow Road from Highway 34/East Platte Avenue south to Gateway Avenue in the City of Fort Morgan (except the west lane to Beaver Avenue replaced in 2024). The Project will be divided into three phases and each phase awarded based on the bid costs for each phase as shown below. See Exhibit A for the project limits and phasing. o Phase I - Highway 34 to the BNSF RXR North ROW Quiet Zone Boundary o Phase II - BNSF RXR South ROW Quiet Zone Boundary to Gateway Avenue o Phase III - BNSF RXR ROW Quiet Zones The project consists of sawcut and removal of concrete paving, installation of Portland Cement soil stabilization material to a depth of 12", including compaction, and installing 9" of Class P 4,500 psi concrete. The Bid shall consist of furnishing all labor, materials, and equipment necessary to complete the concrete installation to the street listed on the Location Schedule in the Specifications, or as directed by the City Project Representative. More specifically, this project shall consist of applicable traffic control, valve/manhole adjustments, removing concrete from existing roadway, installation and compaction of soil stabilization (Portland Cement), installing concrete, and lane striping. 9. Performance and Payment Bond. The awarded Contractor must provide a Performance and Payment Bond, in the amount of one-hundred percent (100%) of the next acceptable Bid Price, with a corporate surety approved by the Owner, will be required for the faithful performance of the Contract; provided the Bid Price exceeds $10,000.00. 10. Maintenance Bond. The awarded Contractor must provide a two-year, 20% Maintenance Bond or Letter of Credit to cover defective workmanship and materials as required for this project. This warranty will apply for each contract awarded. 11. Confidentiality and Privacy: Information provided to a Respondent by the City or acquired by a Respondent by way of further enquiries or through investigation is confidential. Such information shall not be used or disclosed in any way without the prior written authorization of the City. The Respondent shall not make any statement of fact or opinion regarding any aspect of the RFB and any subsequent proposal to the media or any member of the public without the prior written authorization of the City. To the extent permitted, the City shall treat all submissions as confidential. However, the Respondent is advised that any information contained in any submission may be released if required by City policy or procedures, by other authorities having jurisdiction, or by law, such as the Colorado Open Records Act. A bid bond is not required. Proposed Schedule/Workplan. Provide tentative timeline with milestones methodology, expectations from the City (e.g. staff, data, etc.). The first phase of the project (Highway 34 to the BNSF Railroad Tracks is expected to be substantially completed no later than Friday, July 31, 2025 in order to accommodate Colorado Cold Connect. All work involving the second and third phase if awarded, shall be completed no later than October 31, 2025 unless agreed to be extended in writing between the City and Contractor.
