The City of Alameda is requesting proposals (RFP) from qualified organizations who wish to be evaluated to provide Transportation Engineering services for a variety of small and medium sized projects. Services provided will be on an on-call, as-needed basis over a five-year term with a total not to exceed amount of $750,000. Proposers are encouraged to focus on their areas of strength and are not required to team with a large number of sub-consultants to cover all potential types of projects. Award of Agreement: June 17, 2025 Projected Agreement Start Date: July 1, 2025 End of Five-Year Agreement: June 30, 2030 A. General Conditions. The City reserves the right to cancel or reject all or a portion or portions of the request for proposal without notice. Further, the City makes no representations that any agreement will be awarded to any organization submitting a proposal. The City reserves the right to reject any and all proposals submitted in response to this request or any addenda thereto. The City also reserves the right to reject any subconsultant or individual working on a consultant team and to replace the subconsultant or individual with a mutually acceptable replacement. Any changes to the proposal requirements will be made by written addendum. B. Liability of Costs and Responsibility. The City shall not be liable for any costs incurred in response to this request for proposals. All costs shall be borne by the person or organization responding to the request. The person or organization responding to the request shall hold the City harmless from any and all liability, claim or expense whatsoever incurred by or on behalf of that person or organization. All submitted material becomes the property of the City of Alameda. The selected lead consultant will be required to assume responsibility for all services offered in the proposal whether or not they possess them within their organization. The selected lead consultant will be the sole point of contact with regard to contractual matters, including payment of any and all charges resulting from the contract. Transportation Planning includes, but is not limited to, the following: o Development of transportation policies for inclusion in General Plan, including development of a multimodal functional classification system o CEQA environmental studies o Data collection for all transportation modes; including but not limited to traffic counts, vehicle classification counts, parking surveys, origin-destination surveys, GPS data collection, and assessment of existing conditions o Cost estimates (planning level) o Public outreach - Tasks may include developing materials for the public. This may include content for the City's web site. o Preparation of grant applications o Preparation of plan documents o Bicycle facility planning and design o Greenway planning and design o Pedestrian facility planning and design o Transit/paratransit planning, design and operations o Transportation systems management/transportation demand management strategies o Traffic calming assessment and design o Parking surveys o Parking permit program development o Feasibility studies - all modes o Developing and administering surveys, conducting analysis of results o GPS data collection, inventory management, and GIS integration Traffic Engineering includes, but is not limited to, the following: o Traffic signal timing and coordination o Traffic impact studies o Travel demand modeling o Corridor and intersection analysis, including operations, safety, and level of service o Warrant studies o Traffic counts - include daily counts, classification counts, and turning movement counts for all modes o Parking studies o Signing, marking, and striping plans o Roadway, intersection, and roundabout design o Technology comparisons o Traffic operations analyses and familiarity with Synchro software based on the most current HCM Methodology. o Review Countywide Transportation Model; coordinate with County's consultant and provide traffic/transportation data as required. o Review Transportation section of an EIR The method of Contractor Selection has not been Determined at this time.
