Hazard Mitigation and Debris Removal Services The City of Las Vegas, New Mexico (hereinafter referred to as "the City") invites qualified firms and contractors to submit proposals for Hazard Mitigation and Debris Removal Services. This RFP seeks to secure professional services for planning, implementing, and executing activities related to the mitigation of hazards and the removal of debris resulting from natural or man-made disasters. The Offeror shall perform Hazard Mitigation & Debris Removal Services on an as needed basis, as hereafter stated, for customary and incidental services for the City of Las Vegas. The Contractor shall fully and timely provide all deliverables described herein in strict accordance with the terms, covenants, and conditions of the Contract. The agreement term will be for one year with the option for renewal up to four (4) years. The contract, including renewals and amendments thereof, may not exceed a total duration of four (4) years. The contract will begin upon final approval by the City Manager and Governing Body. Scope of Work The selected firm will provide comprehensive hazard mitigation and debris removal services, which may include but are not limited to: 1. Hazard Mitigation Services: o Conduct risk assessments and identify vulnerabilities. o Develop and implement hazard mitigation plans that comply with federal, state, and local guidelines. o Coordinate with relevant agencies, stakeholders, and community members, o Provide recommendations for reducing future disaster risks. 2. Debris Removal Services: o Remove and dispose of debris caused by disasters, including but not limited to fallen trees, construction materials, and hazardous waste, o Ensure proper segregation, recycling, and disposal of debris in accordance with environmental regulations and offeror will be responsible for all permitting, transportation, and tipping fees, o Maintain safety protocols to protect workers, residents, and property. Regulatory Compliance: o Adhere to all applicable federal, state, and local regulations, including FEMA and OSHA guidelines. o Provide necessary documentation for reimbursement under FEMA Public Assistance or other funding programs. Emergency Response Capability: o Provide 24/7 emergency response services as needed. o Mobilize resources quickly to respond to disaster scenarios.
