The work to be performed under the contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended. CMHA is a Political Subdivision of the State of Ohio and is exempt from all taxes. The scope of services to be provided by the design and consulting firm may be summarized as follows: 1. The selected firm(s) shall coordinate with CMHA and its affiliates in providing services contained in this RFQ and HUD Form 51915. 2. Visit the site as necessary to gather information, verify existing conditions and work requirements, and provide CMHA with a budget and a plan to meet the goal of the project. Selective demolition to be provided by firm as necessary upon agreement with CMHA. 3. Provide a schedule detailing scope development, design, bid documents, construction duration, etc. to describe the thorough completion of the project. 4. Develop the basic design and provide all drawings and technical specifications to CMHA staff. Discuss appropriate options or alternatives to the basic design that was established. 5. Provide interim submittal documents for review by CMHA at mutually agreed upon intervals throughout the design and documentation phases. Each submittal shall include an updated statement of probable construction costs to the level of detail appropriate and agreed upon during the time of contract negotiations. Upon each submittal, the design schedule shall be reviewed to determine if the firm is meeting its obligations as proposed. 6. Assist CMHA and its affiliates with the bidding process. Once bids are received, they will assist CMHA by reviewing the bids for both cost and responsiveness and recommendation of winning bidder. 7. Attend and lead a preconstruction meeting and make site observation visits as negotiated. 8. Develop weekly project meeting agendas, write and distribute project meeting minutes, weekly field reports, receive and respond to submittals & RFI's, prepare and issue bulletins as necessary, review change order proposals and recommend acceptance as necessary, 9. Develop project record documents electronically. 10. Provide warranty phase services as agreed upon during contract negotiations. Term: CMHA intends to enter into a three-year contract with the successful firm(s) selected to provide the services Indefinite Quantities Contract (IQC): CMHA does not guarantee any minimum or maximum amount of work as a result of any award ensuing from this RFQ, but will reserve the right to award work on an as-needed basis. From the issue date of this RFQ until the announcement of the successful firm(s), Respondents with inquiries or needing additional information shall contact only the CMHA staff. The costs of proposal preparation are solely the responsibility of the Respondent. Question Deadline 04/07/2025 at 10:00 AM ET Questions will be received in writing via email to cousotrigoy@cmha.net. Prospective Respondents are invited to submit written questions and requests for clarifications regarding this RFQ. The questions and requests for clarifications must be emailed before the date and time listed in Section 5-C. Written responses to questions and requests for clarification, as determined feasible by CMHA in its sole discretion, may be answered as a modification to the RFQ and issued to all prospective that received copies of this RFQ. CMHA's written responses may become part of this RFQ. CMHA assumes no responsibility for verbal representations made by its employees unless such representations are confirmed in writing by modification and incorporated into this RFQ. CMHA is committed to involving Minority and Women-owned businesses in its procurements and awarded contracts. Any MBE or WBE qualified vendor should state specifically such status. CMHA has established the following goals with regards to Minority and Women Owned Businesses. Bidders are required to make sincere efforts in attempting to achieve CMHA participation goals. In the event subcontracting goals are not met, bidders shall submit documentation showing good faith efforts in attempting to achieve applicable goals. Minority-Owned Business goal: 20% of contract dollars Woman-Owned Business goal: 10% of contract dollars. MBE/WBE Program Coordinators are central points of contact for MBE/WBE Program compliance by CMHA and its contractors and subcontractors. CMHA encourages its contractors to reach out to MBE/WBE Coordinators with questions by contacting them at online. Competitive Range: Once a competitive range is established from the proposals submitted, CMHA reserves the right to require Respondents within the competitive range to make a presentation to the evaluation committee. Presentations, if requested, shall be a factor in the award recommendation. CMHA reserves the right to amend this RFQ at any time by issuing a modification to this RFQ. The prospective Respondent shall acknowledge receipt of all such addenda in its proposal. The method of Contractor Selection has not been Determined at this time.
