Demolition, site work and asbestos abatement for a mixed-use development in Newport, New York. Completed plans call for the demolition of a educational facility; for site work for a educational facility; for asbestos abatement for a educational facility; and water / sewer project.
The work includes the demolition of the condemned structure, proper handling and disposal of asbestos-containing materials, and site restoration in accordance with all applicable regulations. This project is federally funded through a USEPA Revolving Loan Fund Grant and is subject to the Davis- Bacon Act (DBRA), Build America, Buy America (BABA) Act, and New York State prevailing wage laws. Complete controlled demolition of the three-story, 24,584 sq. ft. former Newport School. Segregation and staging of non-ACM materials for possible recycling. Asbestos abatement in compliance with NYS DOL Industrial Code Rule 56. Transport and disposal of waste, including ACM and non-ACM materials. Implementation of erosion and sediment controls at site limits. Protection of drainage connections and easements. Restoration of disturbed areas (excluding slab removal). Important: This bid covers demolition only. Waste removal and debris disposal will be addressed under a separate contract. The contract will be awarded to the lowest responsible bidder meeting all requirements. The Village of Newport reserves the right to reject any and all bids or waive informalities. Notice of Intent to Award: April 7, 2025 Contract Completion & Pre-Job Submittals Due: April 14, 2025 Substantial Completion Date: May 30, 2025 1. Prevailing Wages & Davis-Bacon Act: This project is funded in part by a U.S. Environmental Protection Agency (EPA) Revolving Loan Fund Grant and is subject to Davis-Bacon Act wage rates, as well as New York State Department of Labor (NYSDOL) prevailing wage schedules. The contractor and all subcontractors must submit weekly certified payroll reports demonstrating compliance with wage laws. 2. Build America, Buy America (BABA) Act: All materials used in the execution of the project must comply with the Build America, Buy America (BABA) Act requirements. 3. Equal Opportunity & MWBE Participation: The Village of Newport encourages participation from Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOBS) in accordance with Executive Law Article 15-A. 4. Insurance & Bonding: The awarded contractor must furnish insurance coverage that meets the requirements of the Village of Newport. Performance and Payment Bonds are not required for this project. The Village of Newport reserves the right to reject any or all bids and to waive minor irregularities in the bidding process. Bidders must conduct due diligence by examining the site conditions and contract documents. No bidder may withdraw their bid within 60 consecutive days after the bid opening. The Village of Newport may award the contract to the lowest responsive and responsible bidder whose bid meets all requirements and is deemed to be in the best interest of the Village.
