Payne Lane Housing Project: Supplemental Environmental Assessment Project Overview The City of Yreka, Siskiyou County, California is requesting proposals from qualified professionals or firms ("Firms") to prepare a Supplemental Phase II Environmental Site Assessment (ESA) on the project Site to evaluate whether soil gas is contaminated at concentrations that could threaten human health. This RFP outlines the information necessary to understand the competitive selection process and the required documentation necessary for the submission of proposals. All interested firms must meet the requirements specified in this RFP. Firms must have qualified staff on hand for this project and be ready to begin work on the date this project is initiated. Scope Of Work Task 1 - Administration One (1) kick off meeting with City staff Quarterly check-in meetings with City staff Task 2 - Supplemental Site Investigation SAP/QAPP Develop a Supplemental Site Investigation Sampling and Analysis Plan/Quality Assurance Project Plan (SAP/QAPP) to delineate impacted soil gas and sub-slab soil vapor areas that are potentially above selected screening levels. The work will be informed by findings presented in the Phase I ESA by Geocon Consultants, Inc. 2024 (Exhibit A), Geocon Consultants, Inc. (2024) published statement of work for a Phase II ESA (Exhibit A), and results of the soil investigation (to be provided after award). Figure 2 includes the proposed soil gas and sub-slab soil gas sampling locations. Please justify how fewer samples would be adequate coverage for the Site if you choose to do fewer samples. The Supplemental Site Investigation Sampling and Analysis Plan/Quality Assurance Project Plan will include, as necessary, strategies to complete the following: Determine if soil gas and sub-slab soil vapor exceed screening levels due to previous site activities. Sampling my include soil gas sampling and sub-slab soil vapor sampling. The work should delineate both the horizontal and vertical impacts of potential soil gas contamination. Sampling will adhere to DTSC Final Draft Supplemental Guidance (Screening and Evaluating Vapor Intrusion (2023). Provide a draft SAP/QAPP to the City for review. Task 3 - Implementation of the Supplemental Site Investigation SAP/QAPP Following concurrence of the Supplemental Site Investigation SAP/QAPP by the City, the consultant will implement the activities determined in the SAP/QAPP. Task 4 - Supplemental Phase II ESA Report Prepare a Supplemental Phase II ESA Report with the soil gas/sub-slab soil gas findings from implementation of the SAP/QAPP. Report analytical results and comparison of thresholds to screening levels. Task 5 - Supplemental Analysis of Brownfields Cleanup Alternatives (ABCA) Report Prepare a revised ABCA incorporating the additional delineation of impacted areas and provide recommendations and conclusions to refine the alternatives presented in the Draft Appendix E: Data Evaluation Report (to be provided) and/or guide selection of other clean-up alternatives. The City of Yreka will award a contract to the qualified and eligible vendor whose proposal is responsive to the Request for Proposals (RFP) and is deemed by the City to be the most qualified to complete the Scope of Work. Lowest bidder is a consideration, but not the determining factor. The evaluation will identify those proposals which offer the best combination of expertise and value. The City of Yreka reserves the right to: Accept, reject any or all submittals, or any item or part thereof; Issue subsequent Requests for Proposals; Alter the Selection Process Dates; Remedy technical errors in the RFP process; Request additional information from Firms and investigate the qualifications of all firms under consideration; Confirm any part of the information furnished by a Proposer; Obtain additional evidence of managerial, financial, or other capabilities; Approve or disapprove the use of particular subcontractors; Negotiate with any, all, or none of the Firms; Award a contract to one or more Firms; Accept other than the lowest-priced Proposal; Solicit best and final offers from all or some of the Firms; Withdraw this RFP at any time without prior notice and the City of Yreka makes no representations that any contract will be awarded to any Proposer responding to this RFP; Waive informalities and irregularities in Proposals or the selection process.
