Prequalification Categories: Highway Design, Traffic Engineering and Bridge & Structural Design The CTDOT is seeking to engage one (1) consulting firm to perform a Concept Development and Feasibility Analysis for the River Gateway component of the Greater Hartford Mobility Program (GHMP). The River Gateway component, was awarded a 2023 Reconnecting Communities Grant award, included the capping of 1-91 south of Founders Bridge and creation of a surface boulevard along the riverfront, redesigning Whitehead Highway as an urban boulevard, and creating a new local bridge over the Connecticut River to connect Hartford and East Hartford. These improvements are part of the GHMP vision to improve mobility and safety for all users, reconnect neighborhoods, improve quality of life, and enhance access to the riverfront. The selected firm will provide planning and engineering services to engage stakeholders similar to the GHMP public outreach program; develop conceptual designs with an emphasis on the highway capping, conduct traffic analyses, address the adjacent flood control system, assess a new river crossing for local multi-modal connectivity; reimagine the adjacent street network with urban design solutions for all users; and produce technical reports, plans, and documentation. This scope of work shall be conducted with the following goals and objectives: o Highway capping to reconnect to the riverfront and mitigate air quality and noise impacts. o Explore innovative structural solutions for capped structures accommodating the existing highway and options with or without a parallel railroad corridor. o Improve sustainability and resiliency with an upgraded flood control system, stormwater management, and landscape design. o Reimagine the local street network to enhance riverfront access, introduce urban greenspace, promote economic opportunities, and reconnect neighborhoods. o Engage the local community and stakeholders to ensure the vision and goals meet the needs of the local residents, businesses, including the Coltsville Historic district and potential development in East Hartford. o Provide a safer environment for pedestrians and bicyclists, and expand accessibility (including bus transit) between Hartford and East Hartford. o Recharacterize the Whitehead Highway as an urban boulevard and improve safety for all users, with an emphasis on a gateway approach to the City. The approximate contract length is two (2) years. The value of the contract is estimated to be $2 million; however, the actual contract fee will depend on the work assigned. The basis of payment is anticipated to primarily be cost-plus fixed fee, with the option of lump sum or billable rate as deemed necessary. You are advised that a Disadvantaged Business Enterprise (DBE) goal applies to this contract. The goal will be no less than seven percent (7%) of the agreement value. Within the letter-of-interest submittal, you must include the designated certified DBE sub-consultant(s) which you plan to use. To be eligible for DBE credit, the sub-consultant(s) must be currently certified by the CTDOT. If the prime consultant is a Connecticut certified DBE firm, they will satisfy the DBE requirement provided their percentage of work performed meets the assigned goal. All firms are advised that the prime consultant must perform the major part of the work with employees of the firm. Joint venturing will not be allowed.
