The City of Urbandale is seeking qualifications and a sealed proposal from qualified firms for the services to provide the City with a Master Plan to "Reimagine Walker Johnston Park." The City of Urbandale invites qualified consulting firms to submit proposals for a comprehensive Parks Master Plan to reimagine and enhance Walker Johnston Regional Park. The City seeks innovative, sustainable, and community-driven strategies to create a park that serves diverse recreational, environmental, and social needs. Walker Johnston Regional Park is a vital community asset that offers various recreational opportunities. However, with changing community demographics and recreational trends, the City seeks to modernize the park and expand its potential as a regional destination. The main focus area for this master plan will be the softball complex and immediate surrounding areas. Amenities that will remain at the park include: - Giovannetti Community Shelter - Tennis Courts - Pickleball courts - Fishing pond and pier - Treehouse and creek access - Tower overlooking the pond - Swings and Slides playground area (north of Giovannetti Shelter) Public input will help determine possible new or enhanced outdoor amenities as part of the "Reimagine Walker Johnston Park" master plan. These could include, but are not limited to: - Outdoor aquatics - Ballfields - Courts - Expanded playgrounds - Or other recreational trends in the industry The following is a list of anticipated deliverables that should be used as a guide in responding to this RFQ but is not intended to be all-inclusive. Respondents should use their own professional judgment in preparing a work plan outline, and the City remains open to recommended elements not identified here. 1. Site Analysis o Inventory of existing park facilities, natural features, infrastructure, and amenities. o Assessment of park accessibility, including ADA compliance, pedestrian, and cycling routes. 3 2. Community Engagement o Extensive community involvement effort is expected, and may use a variety of methods including surveys, focus groups, meetings with key stakeholders, and community wide public meetings. o In responding to this RFQ, respondents should anticipate multiple meetings as outlined below: Kickoff meeting and progress meetings with City staff. (Total number of meetings to be determined as identified in firm's proposal.) Minimum of two community wide public input meetings Stakeholder meetings Final Master Plan presentation to the Parks and Recreation Commission Final Master Plan presentation to the City Council 3. Market Analysis: o Inventory and analyze existing recreation amenities and features in comparable sized regional parks in the Greater Des Moines Area, to determine feasibility of proposed amenities that come from community input. 4. Conceptual Design o Develop a vision for the park that aligns with community needs and long-term sustainability. o Reimagining areas for active and passive recreation, such as sports fields, playgrounds, trails, and open spaces. o Integration of ecological and environmental considerations, including but not limited to stormwater management, habitat preservation, and tree canopy enhancement. o Incorporate options for inclusive play in the development of the park master plan. This includes, but is not limited to, universally designed play elements, accessible pathways, and sensory-friendly features. 5. Plan Development o Prepare detailed design concepts, including zoning for various park functions, circulation pathways, and landscape architecture. o Phasing plan for short-term, mid-term, and long-term improvements. o Budget estimates for capital improvements, maintenance, and operational costs. o Identify potential funding sources (grants, partnerships, etc.). o Incorporate strategies for sustainability, such as energy-efficient lighting, water conservation systems, renewable energy integration, and low-impact development techniques. 6. Final Master Plan o Present the final comprehensive master plan, including renderings, plans, and a final report summarizing all findings, community feedback, and design recommendations.
