Site work and paving for a mixed-use development in Warren, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Work under this Contract involves street reconstruction, sidewalks and storm and sanitary sewer replacement and appurtenances complete per the plans and specifications. Each Bid Proposal must be accompanied by Proposal Security in the form of a certified check, bank cashier's or treasurer's check, or Bid Bond in an amount equal to ten percent (10%) of the Total Bid Price with the City of Warren named as Payee or Obligee. No Bid or Proposal Security may be withdrawn for a period of ninety (90) days from date of Bid opening. Should any bidder to whom Notice of Intent of Award has been issued fail to satisfy Equal Employment Opportunity (EEO) requirements hereof or otherwise be unable to, or, refuse to properly execute a Contract within ten (10) days of such notice, then the Proposal Security shall be forfeited and become the property of City of Warren. Successful bidder shall, as part of the requirement for Contract execution, be required to furnish Performance Bond and Payment Bond each in an amount equal to one hundred percent (100%) of the Contract award value. In addition, successful bidder shall furnish certified certificate(s) of insurance to demonstrate compliance with all insurance coverage requirements as set forth in the Contract Documents It is the policy of the City of Warren to promote the opportunity for full participation by Minority and Women's Business Enterprises ("MBE's" and "WBE's") and Section 3 Firms in all Housing and Community Development Programs receiving funds from the Department of Community and Economic Development. The Contractor must also establish a 3% goal for Women Business Enterprises and a 5% goal for Minority Business Enterprises as minimum participation levels. submit written question(s) to the Engineer. In instances where Bidder's written question(s) is(are) received by the Engineer at least ten (10) days prior to the date established for BID opening, the Engineer will prepare addenda setting forth the context of bidder questions received and the Engineer's decision regarding each The bidders must submit documentary evidence of Minority and Women Business Enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the Bid. A list of Minority/Women Businesses available for solicitation for subcontract Bids and for materials and services is included in the Contract Specifications. Bidders on this work are advised that conditions of employment are subject to provisions of the U.S. Department of Labor Standards Title 39, Subtitle A, Part 5, the Davis-Bacon Act, and the Anti-Kickback Act as included or referenced in the Contract Documents. Minimum wages to be paid workers on this Contract are set forth in and made a part of the Contract Documents. The City of Warren reserves the right to reject any or all Bids, to accept or reject any item or combination of items contained in any Bid, to waive any irregularities in conjunction with any Bid, and to accept that Bid, or part thereof, which is deemed most advantageous to the City at the time and under the conditions stipulated. Addenda, if any, will be issued to only those persons or companies who have purchased a full set of Contract Documents. Bid date notes: Bid Proposal shall be submitted on Section A3 forms provided in the Contract Documents and the Proposal section SHALL NOT BE DETACHED. Bids shall be submitted to the Owner in envelopes clearly marked "Glenwood Street Improvement Project of April 2025".
