The Work for which bids are asked includes the following: abandoning the existing treatment plant by removal, or leaving in place of various process components, alteration of the existing process to allow for the lift station installation at Rockdale WWTP, alteration of the existing process building to accept lift station piping, installation of approximately 15,300 feet of 4-inch force main along County Road B between Rockdale and Cambridge, where around 12,300 will be installed as open cut, and 3,000 ft installed as directional bore, installation of the sanitary sewer manhole to accept wastewater in Cambridge, erosion control for the entire project, traffic control during the duration of the project, site restoration, and electrical work. Bids must be accompanied by bid security in the form of a certified check or bid bond equal to five percent of the maximum bid price, payable to the Owner as a guaranty that if the Bid is accepted, the Bidder will execute the Contract Documents and furnish the required contract security. If the Successful Bidder fails to execute the Contract Documents and provide the required contract security within 15 days after the Notice of Award, the Owner may annul the Notice of Award and the Bid Security will be forfeited. Bids may not be withdrawn within 60 days after the date of the bid opening. The Owner reserves the right to reject any or all Bids, and to award the Contract to the Bidder, who in the judgment of the Owner, will best serve the interest of the Owner. This project will be funded by the DNR Clean Water Fund Program. All contract work for this project shall be subject to Davis-Bacon and Related Acts (DBRA) and federal wage determinations. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under this contract, Section 3 and E.O. 11246. Disadvantaged Business Enterprises (DBEs), including Minority-owned Business Enterprises (MBEs), and Women's Business Enterprises (WBEs) are encouraged to submit bid proposals. Contracted work will require fulfillment of Buy America guidelines and will include the "Use of American Iron and Steel" provision. Bid Proposals may be denied if the requirements of this section are not met, and waivers are required.
