The Biogas Treatment System Improvements (CIP 16-P028) Project (Project) will improve the Dublin San Ramon Services District's (DSRSD or District) Wastewater Treatment Plant (WWTP) biogas conditioning system to meet current and future biogas flows. The scope of the Project will be implemented in two phases. Phase 1: New Supplement Biogas Conditioning Skid Phase 1 of this Project will include the design, procurement, construction, and delivery of a new supplemental biogas conditioning system. The supplemental biogas conditioning system integrate with the existing biogas conditioning system to increase the overall capacity of the WWTP's biogas conditioning system. Phase 2: Improvements to Existing Biogas Conditioning Skid, and the Integration of the New Supplement Biogas Conditioning Skid into the Existing Biogas Treatment System Phase 2 of the Project will include various improvements to the existing biogas conditioning system which can be found in further detail in Section 2.4 . Along with existing system improvements, the work in Phase 2 will also include connecting and integrating the new supplemental biogas conditioning system into the existing biogas treatment system, startup/commissioning of the supplemental biogas conditioning system, and startup/commissioning of the modified biogas conditioning system (i.e., existing biogas conditioning system with upgrades + newly connected supplemental biogas conditioning system). DSRSD has retained the services of HDR, Inc. (HDR) to develop the design of Phase 2 of the project. Upon completion of plans and specifications for Phase 2 of the Project, DSRSD, through a competitive bidding process, will retain a qualified contractor (Project Contractor) to perform the equipment upgrades to the existing biogas conditioning system, construct the connections between the existing and new supplemental biogas conditioning systems, perform startup, testing and commissioning of the modified biogas conditioning system (i.e., existing biogas conditioning system with upgrades + supplemental biogas conditioning systems). DSRSD is seeking proposals for Phase 1 of the Project, specifically the design, construction and procurement of the supplemental biogas conditioning system, herein referred to as the "supplemental fuel skid". The scope of services includes, but is not limited to, detailed engineering/design of the new supplemental fuel skid system; engineering drawings and technical specifications for incorporation into the Phase 2 contract documents; fabrication, storage, transport and delivery of the supplemental fuel skid; and warranties, commencing on the successful startup and commissioning of the modified biogas conditioning system (i.e., existing biogas conditioning system with upgrades + supplemental biogas conditioning systems). Timing of construction and delivery will be negotiated/planned to ensure warranty commencement aligns with system startup, as startup may be dependent on any appropriate regulatory permits and outside factors. The selected vendor will be required to coordinate the design of the supplemental fuel skid with HDR to ensure it meets the objectives of Phase 2 of the Project. This may include, but is not limited to, connection details between the existing biogas conditioning system and supplemental fuel skid, pipe and fitting material selection, construction sequencing and constraints, strategies for proper startup, and permitting support, including providing technical information and/or responding to requests for information from regulatory agencies. During Phase 2 of the work, the selected vendor will be required to remain part of the project and will be retained as a subcontractor to the Project Contractor, in order to support overall system startup (existing modified skid and supplemental skid) and determine appropriate roles and responsibilities. Project Contractor will be aware of this requirement as part of the bidding process for Phase 2. Current vendor costs and rates will be required to be submitted by the Project Contractor during the bidding process which requires coordination with the selected vendor prior to bid submittal. Phase 2 will require delivery of O&M manuals and training of District Personnel; however, Phase 2 costs will be incorporated into Project Contractor bid documents during the Phase 2 bidding process. They should not be included for this solicitation. The Scope of Work shall consist of a detailed and comprehensive description of each of the proposed work tasks. The description of work tasks shall include the proposed methodologies, rationale, procedures, techniques, and/or equipment to be utilized in this Project, complete with any necessary diagrams, maps, equations, or attachments. Information on any optional items proposed by the Proposer shall be incorporated in this section. In developing the scope of work, the Proposer must carefully and thoughtfully consider schedule in both design and construction. Special attention shall be made to any and all factors that may affect constructability and the ability for both the Consultant and/or the contractor in meeting prescribed project milestones. These factors include, but are not limited to, work sequence, schedule critical path elements, material procurement, special testing, atypical submittal requirements, safety considerations, and site accessibility. Therefore, for each work task defined in the Scope of Work, the Proposer shall include a list of deliverables and challenges anticipated in completing the task or meeting the related schedule milestones.
