CCE: $55,097,091 IN ACCORDANCE WITH N.J.S.A. 52:32-2, THIS PROJECT SHALL BE BID AS A SINGLE BID (LUMP SUM ALL TRADES). BIDDER MUST BE CLASSIFIED THEMSELVES OR NAME THEIR CLASSIFIED SUBCONTRACTOR(S) FOR THE FOLLOWING TRADE(S): Structural Steel & Ornamental Iron (C029) Plumbing (C030) HVACR (C032) Electrical (C047) All questions concerning the Small Business Set-Aside Program should be addressed to: Division of Revenue and Enterprises Services Small Business Enterprise Department of the Treasury 33 West State Street, 5th Floor P.O. Box 026 Trenton, NJ 08625-0026 Phone: 609-292-2146 Note: This contract includes a goal of awarding 25 percent of the total contract value to a Small Business Enterprise (SBE) at either the prime or subcontract level. The firm determined to be the lowest responsible bidder must produce copies of approval notice from the Division of Revenue and Enterprises Services designating the prime or subcontracting firm as a Small Business Enterprise prior to the award of contract. Further information with regard to the SBE goals for this project will be available within Bulletin B of the Bid Documents. THE MINORITY PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 19% PER SKILLED CRAFT. o THE FEMALE PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 6.9% PER SKILLED CRAFT. A. Provide materials, labor, equipment and service necessary for a complete IP-based Video Surveillance system (VSS) as described herein including: cameras, housings, mounts, cables, monitors, fiber optic interference cabinets, Ethernet switches, video management servers, network video recorders and appurtenances. Provide video surveillance with field of view as shown on Contract Drawings. B. Provide transmission of the IP video and Video Surveillance System keyboard signals to the Control Center Equipment Room for interior cameras and for the perimeter exterior cameras. All exterior cameras shall include fiber optic interface cabinets, fiber optic transmitters and receivers as required. Provide min. fiber optic cables for video and two (2) fiber optic cables for keyboard/spare, and required fiber optic transceivers installed in interface cabinets. All interior cameras shall include IP video and control over UTP (Cat. 5E/6) cable. C. The Contractor shall provide any additional VSS control keyboard control cabling from the fiber optic interface cabinet to the Central Control Center Electronics Equipment Room required for remote control by Control Center equipment. D. Refer to the VSS product paragraph for information on cameras, lenses, and mounting. Camera aim, adjusting and exact mounting location are the responsibility of the Contractor. The Contractor shall provide complete surveillance of the areas shown on the "ES" Contract Drawings. E. Contractor shall demonstrate camera views to Using Agency prior to permanent mounting for all cameras using 20" demonstration monitor and recommended camera/lens coordination. F. Color video surveillance cameras shall be provided at all doors, gates, dayroom spaces, gym, dining area, and corridors controlled from a remote location such as control centers and stations as indicated on Contract Drawings. The resolution of the fixed cameras shall provide for facial recognition for above-mentioned interior spaces. G. Lens combinations are recommendations only. Final selection of lenses shall be closely coordinated based on desired camera views. Contractor shall provide lenses to cameras that provide views approved by Using Agency. H. Cameras shall be provided for remote observations of critical points. I. The cameras requiring non-integrated housings shall be mounted in chromatically flat, optically correct, maximum-security, vandalproof, and environmental housings. J. The lighting levels shall be minimum 0.5-foot candles with uniform distribution and smooth transitions at building entry and exit points. K. Video surveillance monitors shall be provided at all locations indicated on the Contract Drawings. L. Video surveillance monitors shall be provided at all locations indicated on the Contract Drawings. Provide video surveillance monitor mounting system including all mounting hardware. M. All interior cameras shall be displayed for cursory review by the Central Control Room operator. Cursory review shall be defined as multiplexed/split screen display (cameras/monitor) and sequential display for all video surveillance cameras. Active scenes with entry/exit or other critical events shall be displayed on dedicated call-up monitors for the operator to focus on events which require his/her acknowledgment and decision. The perimeter video signals shall also be transmitted to the headend system for display and recording. N. Typically, the call-up functions shall be initiated through interfacing of video management system with intercoms, cardreaders, and other systems described in these specifications. In addition, the Contractor shall provide video motion detection functions for all cameras to activate the above-described call-up functions associated with critical events and areas such as intrusion/unauthorized access. O. Provide all Ethernet switches and proper fiber optic modules for transmission of the IP video signals from the cameras to the Central Control Room for viewing, and to Main Equipment Room for recording. P. All cameras shall be recorded digitally on a Network Video Recording System. Provide complete video recording systems in Equipment Room, review console, patch capability, PTZ keyboard, and other equipment shown on Contract Drawings.
