Questions about this RFQ or the project should be submitted using BuildingConnected by using the "Message" Tab, no later than 2:00 p.m. PST on April 16, 2025. The Project will be located on a portion of a partially developed site owned by UC Berkeley commonly known as "People's Park" (the "Site"). The Project will be one component of the overall development of the Site which will include, in addition to the affordable and supportive housing project, a UC Berkeley-affiliate student residence building, open space and a memorial element honoring and celebrating the Site's storied past (the "Master Development"). The student residence building is under construction and scheduled to be delivered in the summer of 2027 for fall occupancy. The supportive housing Project property covers just over a half-acre of the western end of the Site (the "Project Property"), with the balance of the Site reserved for the other components of the Master Development. The Project as developed should respect and enhance the character, livability and cultural vitality of its environs and make a positive impact on the neighborhood. The developer will be responsible for coordinating with UC Berkeley to propose a plan for the Project that integrates with the other components of the Master Development on the Site. To that end, the Project must follow the comprehensive site plan and successfully integrate with the adjacent site components of open space and the student residence hall. The overall Master Development must be well integrated architecturally and operated and programmed in a manner beneficial to the City of Berkeley's Southside neighborhood. During the initial Project phase, the selected developer will work with UC Berkeley to ensure development of a plan that accomplishes the Project program as an integrated part of the Master Development. The developer will be responsible for coordinating with the City of Berkeley and follow any applicable city guidelines and processes for work in the city right-of-way. The Project will generally consist of supportive housing for up to 125 extremely low income individuals and families and for individuals and families coming out of homelessness and/or at risk of homelessness, as evaluated in the previously-approved UC Berkeley planning and environmental review documents (see 2021 LRDP and EIR) and tied, in coordination with the City of Berkeley, to the amount of operating subsidy secured to support extremely low income individuals. The mix of affordable and supportive housing is to be determined by the developer, but supportive housing units must be included in the Project. The project was awarded $16,685,218 through No Place Like Home (NPLH) funding in June 2022. Additionally, the City of Berkeley has committed a loan for $14,359,593. Finally, UC Berkeley will fund $124,000 for the selected developer to use toward due diligence and pre-development efforts. The remaining project funds will be secured by the selected developer.
