Historic Preservation Consultant-Designated Services: The Historic Preservation Consultant Team shall work closely with the DAS, DEEP & SHPO to provide the following designated servicesfor this Project. New construction and renovations or additions with construction values exceeding $2 million must adhere to the DAS Sustainability Policy. Projects that include Federal Financial Assistance must adhere to the "Buy America Preference" provisions of the Federal Government's "Build America, Buy America Act" (BABA), enacted as part of the Infrastructure Investmentand Jobs Act on November 15, 2021. The A/E scope of servicesresponsibilities shall include, but not be limited to, the following tasks: Pre-Design study, programming, and condition assessment to evaluate current conditions of the site and structures, with a focus on critical components and systems, and prioritization of areas in need of immediate attention, including building and site accessibility for persons with disabilities. Identification of deficiencies to the Connecticut State Building Code and Connecticut Fire Code and recommendations for addressing identified deficiencies Identification of building materials and systems that are historically sensitive with a project scope recommendation and approach for each scenario to guide future restoration and maintenance while conserving historically sensitive elements. Procure, and oversee test probes and material testing of historic building materials to determine proper conservation techniques. Preparation of an electronic 3-dimensional model and measured drawings in plan, section, and elevation (these can be developed utilizing point cloud scanning technology or other relevant technologies).
