Site work and paving for a mixed-use development in Suisun City, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

** As of May 6,2025 , this project has not yet been awarded. The project is expected to be awarded on May 20,2025.** The general project scope consists of upgrading the existing Rectangular Rapid Flashing Beacons (RRFB), crosswalk, pavement markings/striping, roadway signs and curb ramp on Marina Boulevard at Lotz Way. The project scope also includes the installation of RRFB, high visibility crosswalks, pavement markings/striping, roadway signs, ADA-compliant curb ramps, and curb extensions (also known as bulbouts) on Pintail Drive at Cackling Way. The Marina Boulevard/Lotz Way project location is nearby Crystal Middle School and the Pintail Drive/Cackling Way project location is nearby the Kroc Community Center, Suisun City Library and Suisun Elementary School. To minimize impacts on the community, construction activities on this Project shall only be during the school summer break starting on June 9, 2025. Attention is directed to the plans and specifications for complete details and bid requirements. MANDATORY PROJECT LABOR AGREEMENT: The successful Contractor will be required to agree to be a party to and be bound by the City of Suisun City Project Labor Agreement (PLA) for this project. No pre-bid meeting is scheduled for this project.Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after bid opening, will not be treated as a bid protest. Refer to Section 2-1.06 of the Special Provisions for requirement of Contractors and Sub-contractors to be registered with the Department of Industrial Relations (DIR) to be eligible to submit a responsive bid. Pursuant to the provisions of Section 1770 et seq. of the Labor Code of California, the Director of Industrial Relations for the State of California has ascertained the current general prevailing rate of wages for employer purposes, in Solano County, State of California. In accordance with the State of California Administrative Code Title 8, Group 3, Article 2, Section 16109, Publication of Prevailing rates by Awarding Bodies, copies of the applicable determinations of the Director are on file at the Public Works Department of the City of Suisun City and may be reviewed upon request. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the prevailing wage rates determined by the Department of Industrial Relations for similar classifications of labor, the Contractor and his subcontractors shall pay not less than the higher wage rate. Pursuant to Section 1773 of the Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined by the Director of the Department of Industrial Relations. These wage rates appear in the Department of Transportation publication entitled General Prevailing Wage Rates. Future effective wage rates, which have been predetermined and are on file with the Department of Industrial Relations are referenced but not printed in said publication. The Contractor must be properly licensed as a contractor from contract award through Contract acceptance (Public Contract Code, Section 10164.). The Contractor shall possess a valid Class "A" License at the time this contract is awarded. At least 30% of the contract work is to be performed by the prime contractor. Bids are required for the entire work described herein. This contract is subject to State contract, nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.The successful bidder shall furnish a bid bond, a payment bond and a performance bond, Materials & Labor Bond, and a one -year warranty bond when work is completed. The Contractor and all subcontractors shall possess a valid Suisun City business license prior to start of work. The City of Suisun City reserves the right to postpone the date and time for the opening of proposals at any time prior to the date and time announced .The deadline to submit questions is 5:00 P.M. on Wednesday, April 16, 2025, unless subsequently modified by the City by addendum. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. All proposals shall be valid for a period of sixty (60) days after the bid opening. The City of Suisun City reserves the right to reject any and all bids or to waive any defects or informality in the bidding.
