Site work, paving and remodeling of a mixed-use development in Sherman, Texas. Completed plans call for the remodel of a elderly care / assisted living facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

**As of June 12, 2025, the project was awarded to Cowtown Design and Build, LLC but the awarded amount is not available.** The enclosed REQUEST FOR PROPOSALS (RFP) and accompanying SPECIFICATIONS are for your convenience in bidding the enclosed referenced CDBG-Funded Senior Citizens Center Remodel project for the City of Sherman. All project-related inquiries and/or questions should be submitted to Aaron Babcock @ ababcock@hidell.com. General bidding questions should be submitted to Craig Long @ craigl@cityofsherman.com . Bidders must submit, with their bids, a cashiers or certified check in the amount of five percent (5%) of the maximum amount bid, payable without recourse to CITY OF SHERMAN, TEXAS, or a Bid Bond in the same amount from a City approved Surety Company (according to the latest list of companies holding certificates of approval by the State Board of Insurance under 7.19-1 of the Texas Insurance Code) as guarantee that the Bidder will enter into a contract and execute bond and guarantee forms provided within (10) days after award of contract to their company. Bids without the required check or bid bond will be considered non-responsive. The successful Bidder must furnish Performance, Payment, and Maintenance Bonds each in the amount of one hundred percent (100%) contract price from an approved Surety Company. (An approved Surety Company being a company holding a permit from the State of Texas, to act as Surety, and being acceptable according to the latest list of companies holding certificates of approval from the State Board of Insurance under 7.19-1 of the Texas Insurance Code.) The successful Bidder must also be able to show evidence that it is authorized to do business in the State of Texas prior to executing the contract. THE SCOPE OF WORK INCLUDES NEW HANDICAP PARKING, ENTRY DRIVE, ENTRY RAMP, AS WELL AS, MODIFICATIONS TO THE INTERIOR TO ADD NEW ADA COMPLIANT RESTROOMS. The work to be performed under this contract consists of furnishing all permits, materials, equipment and labor necessary to complete in place, together with all associated appurtenances, the Senior Center renovations for this project in the City of Sherman at the following location: 1500 N. Broughton Street, Sherman, Texas 75090 parking lot site work, sidewalks, ADA compliant ramps, and interior renovation to include two restrooms and a kitchenette service area at the Serman Senior Center, in a CDBG-eligible area which exhibit objectively determinable signs of physical deterioration and where the City has determined that immediate action is necessary to arrest the deterioration and that permanent improvements should be carried out as soon as practicable. The Project will be financed in whole or in part with assistance from the U.S. Department of Housing and Urban Development (HUD) and is subject to all applicable Federal laws and regulations.
