SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION PURPOSE AND OVERVIEW The Multnomah County Department of County Assets / Facilities and Property Management, is seeking Proposers from whom it may procure Contractor Services for Central Library Front Gates Restoration. The purpose of the solicitation is to secure a Contractor with prior experience in restoration projects in occupied spaces that are similar in scope and scale to the requirements set out in the Project Manual. The Central Library is listed on The National Register of Historic Places, and is located at 801 SW 10th Ave, Portland, OR 97205. The awarded Contractor will be expected to work cooperatively with the Owner, A/E Representatives, and other Trade Partners SCOPE OF SERVICES The Central Library is listed on The National Register of Historic Places. Specialized knowledge and skills are required. The Project seeks to address existing conditions and deferred maintenance specific to the historic three-arched entrances on the SW 10th Avenue side of the Central Library building. This includes repair work on: o three (3) wood double doors; o three (3) iron gates; o lighting replacement; and o the adjacent Indiana limestone cladding and granite flooring PREVAILING WAGE Do apply to this Contract. The wage rates to be paid are set forth in Prevailing Wage Rates on Public Works Contracts in Oregon, which is incorporated by reference. Copies are available from any office of the Wage and Hour Division of the Bureau of Labor and Industries. Copies are also available on the bureau's webpage ESTIMATED PROJECT DATES The estimated design development and construction timelines are as follows: o Solicitation and Contract Award: April - June 2025 o Estimated Notice to Proceed: June 2025 o Substantial Completion : September- October 2025 CLEAN AIR CONSTRUCTION STANDARDS Clean Air Construction Standards apply to this project. See PUR-10 in Buyer Attachments for more information and requirements. FISCAL REQUIREMENTS AND REPORTING Fiscal requirements and reporting will be negotiated at contract development. PERFORMANCE MEASURES/PERFORMANCE CONTRACTING Performance measures will be negotiated at contract development. CONTRACT NEGOTIATION At completion of the selection process the County will initiate contract negotiations with the responsive and responsible Proposer with the highest scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, personnel, implementation schedules, and such other terms as the County determines are in the County's best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with the next highest scoring responsive and responsible Proposer(s). This process may continue until a contract agreement is reached. CONTRACT AWARD The County is seeking to award one contract, as determined by the County, to the responsible Proposer whose Proposal the County determines is most advantageous to the County based on the evaluation process and evaluation factors described in this RFP. After the seven (7) calendar-days intent-to-award protest period has expired and the County has resolved any or all protests, the County will proceed with the final award. Project no- 2024-0378
