All Bids Rejected Question and Clarification Deadline:April 25, 2025, 2:00pm Award by Authority Board June 3, 2025 The Sanford Airport Authority (Authority) is looking for Quarterly/Annual/Periodic Baggage Handling Systems (BHS) inspections, preventative maintenance, and repairs. Maintenance inspections will be rendered four (4) times each year at regular intervals in accordance with the applicable schedules in section 3. Inspection Service Schedule (3 quarterly and 1 annually). All work for the services is to be performed during regular working hours of regular working days unless otherwise mutually agreed upon. Unless otherwise specified, emergency service call charges are not included in these services. The contractor will respond to all service calls and repairs within 3 hours. The Authority will provide reasonable means of access to all equipment covered by this schedule. The Contractor will be free to start and stop all primary equipment incidentals to the operation of the mechanical system(s) as arranged with Authority's representative. SUMMARY OF WORK The Contractor shall provide Inspection, assessment, technical consulting, and preventive maintenance evaluation for the Baggage Handling Systems (BHS), Baggage Carousels (Claim Devices) and Make-Up Units (MU) equipment at the Orlando Sanford International Airport (SFB) for the term of this Contract. The Contractor shall furnish all necessary labor, materials, tools, supplies, equipment, transportation, lodging, supervision and security badging necessary to provide these services at the Airport. The assessment inspections are intended to identify all mechanical, electrical, safety, structural, cosmetic and operational cleanliness deficiencies and to provide the Authority with an estimated budget cost to repair each identified item. To determine proper functionality of the BHS, the Contractor shall be required to operate each BHS during the inspection. Attachment B - Baggage Handling System partial equipment, is a partial list of BHS equipment at SFB. Any item(s) of work, inspections, parts and service listed in this Scope of Work (SOW) shall not be construed as limiting the Contractor to those items but rather as minimum requirements. DESCRIPTION OF SERVICES A. OUTBOUND BAGGAGE HANDLING SYSTEM ASSESSMENT INSPECTIONS The Contractor shall perform a comprehensive condition assessment inspection of the Orlando Sanford International Airport (SFB) Terminal(s) outbound baggage handling belt systems (BHS) and Make-Up Units (MU) carousels to include the control panels, baggage doors and all associated components of the baggage systems. The assessment inspection includes but is not limited to identifying all safety (guards, bumpers, e-stops, switches, audio & visual alert devices, etc.), mechanical (motors, drives, chains, sprockets, cam followers, rollers, bearings, doors, etc.), electrical (motors, controllers, switches, etc.), structural (frame, guide tracks etc.), crescent or slope plates (as applicable), proper belt speed(s), cosmetic and cleanliness deficiencies and to verify equipment is in compliance with all applicable code requirements and manufacturer's recommendations. Term of Contract The term of the Contract is for three (3) years with two (2) additional one (1) year renewal options upon written agreement by all parties. The Authority will have the right to terminate the Contract by giving thirty (30) days written notice to the Awarded Respondent. Refer to Attachment A, Sample Service Agreement for specific provisions of the Contract relating to Term, termination, renewals, rights and obligations and end of Term transition. The Authority does not guaranty work or any amount of work to the Awarded Respondent during the term of the Contract.
