Osterhout Free Library RFP for Architecture/ Engineering Services -Toilet Room Renovations The Osterhout Free Library, located at 71 S. Franklin St., Wilkes-Barre, PA is seeking qualified professional architects and engineers to submit proposals for the renovation and upgrade of public toilet room facilities. The project is funded by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. Project Scope Renovation of existing first floor toilet rooms to create two new Family Rest Rooms. Addition of a new Family Rest Room near the rear exit of the building. Preparation of drawings, bid forms, and technical specifications in compliance with federal, state, and local regulations. Project award approximately: May 12, 2025 Design Duration: Approximately three months followed by construction Encouragement for Diverse Firms: The Osterhout Free Library encourages minority owned firms, womens business enterprises, and labor surplus area firms to submit proposals. The library adheres to the Pennsylvania Human Relations Act (PHRA) and all applicable federal and state laws. The library does not discriminate on the basis of race, color, national origin, sex, religion, age, family or handicap status in employment or the provision of services. The Owner reserves the right to reject any or all proposals and to request additional information from all proposers, when doing so is in the best interest of the project. The method of Contractor Selection has not been Determined at this time.
