Renovation of a military facility in Monterey, California. Completed plans call for the renovation of a military facility.
Department of Public Works, Presidio of Monterey, California is seeking current relevant experience, personnel, and capability to perform Interior Paint and Flooring Replacement and installation of new rubber tile for Bldg #622. The contractor will conduct removal of existing baseboards, floor carpets, VCT tiles including surface scraping and carpet disposal, and installation of new rubber tile flooring at Bldg #622 Barracks facility in accordance with applicable Unified Guide Facilities Specifications. NOTE: Bldg #622 will be occupied by the User during interior walls painting and flooring repair to install rubber tile work. Contractor shall coordinate furniture relocation to the other rooms on the first floor of the administration rooms, and for the second floor, and the third floor with Directorate of Public Works (DPW). Contractor shall provide at least one week notice for preparation with the DPW and with the Users U.S. Army personnel of Bldg #622. Site visits information is below and can also be found in FAR 236-27 Site Visit (Construction) clause in the solicitation: Presidio of Monterey, California - Meeting Room and Building provided after RSVP 14 August 2024 at 1:30PM PST RSVP at the below e-mail not later than Friday 8 August 2025 at 1:30PM PST usarmy.leavenworth.acc-micc.mbx.construction@army.mil Requirements The requirement is to provide new paint on the interior walls and new rubber flooring on the 1st floor, 2nd floor, and 3rd floor of building 622 at Presidio of Monterey, California Project Title: Pom B622 Interior Walls Paint and Floor Repair Project Location: Presidio of Monterey, Ca 1. This Solicitation is 100% Set Aside for Small Business. 2. Far Clause 52.228-1 Provides Required Bid Guarantees for This Project. 3. The Magnitude of Construction is Provided Iaw Far 36.204 (F) $1,000,000 to $5,000,000. 4. Site Visit (Ifb) Review - Reference Site Visit Provision 52.236-27 for Details. Notice: Bidders Are Responsible to Routinely Check Referenced Websites in Accordance With (Iaw) Far Part 52.252-1. All Bidders Must Adhere to Far Part 52.214-3 F or Amendments to the Solicitation and to Acknowledge Amendments. Failure to Properly Acknowledge Amendments Prior to Hour and Date Specified for Receipts of Bids Will Result in Bid Rejection. The Contractor Shall Begin Performance Within 10 Calendar Days and Complete It Within 365 Calendar Days All questions concerning the IFB shall be submitted to the attention of Mr. Robert M. Parvin and Ms. Gonca Cool via e-mail at leavenworth.accmicc.mbx.construction@army.mil not later than 1:00pm EST, on Friday August 15th, 2025. A response from the Government is estimated to be not later than 15 days prior to the closing of the IFB in the form of an amendment. Contractor shall perform to the best construction management practice industry standards to paint the interior walls to include but not limited of the following: a. Contractor shall conduct Interior Paint on building 622. b. Contractor shall coordinate furniture relocation to the other rooms on the first floor of the administration rooms, and for the second floor, and the third floor with Directorate of Public Works (DPW). Provide at least one week notice for preparation with the DPW and with the Users U.S. Army personnel of building 622. c. Building 622 will be occupied by the User during interior walls painting work. d. Contractor shall conduct interior walls painting to include the hallways, administration offices, stair walls, bedrooms, day rooms, fitness rooms, latrines, and other interior walls on the 1st floor, 2nd floor, and 3rd floor. Prior on painting to commence, Contractor shall include scraping, caulking, and priming of the walls. Provide paint color samples for approval with DPW. e. Contractor shall conduct lead paint survey test and analysis reports for interior walls. f. Non - Historic building painting shall coordinate with DPW Master Planning Division to ensure consistency with the Installation Design Guide. g. Contractor shall provide workmanship warranty of all interior wall paintings. h. The contractor shall leave the work site clean and free of debris when the workday ends. The contractor shall dispose of all debris and rubbish in an off-post site at no additional cost to the government. The government dumpster shall not be used for construction materials disposal. i. Contractor shall conduct flooring replacement to install new rubber tile for building 622. j. In building 622, Contractor shall remove existing baseboards, floor carpets, VCT tiles in the dayroom, lobby areas, soldier rooms and conference rooms, to include surface scraping and carpet disposal. k. Contractor shall conduct asbestos survey and testing on the flooring. Asbestos survey and testing minimum of two sections in the hallway and in the conference room flooring. l. Contractor shall install new rubber tile flooring in the hallways, in the conference rooms, administration office rooms, dayrooms, soldier rooms, and lobby areas on the 1 st, 2nd and 3 rd floors. Contractor shall provide material sample and cut sheet design of manufacturer's product for review and approval with DPW. m.Contractor shall coordinate furniture relocation and provide at least one week notice with DPW. n. The contractor shall divide the work at least into three phases. Upon completion of each phase, DPW will receive it from the contractor and hand it over to the unit occupying the building before proceeding to the next phase. All questions concerning the IFB shall be submitted to the attention of Mr. Robert M. Parvin and Ms. Gonca Cool via e-mail at - usarmy.leavenworth.acc-micc.mbx.construction@army.mil not later than 1: 00pm PST, on Monday August 18th, 2025. A response from the Government is estimated to be not later than 15 days prior to the closing of the IFB in the form of an amendment. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
