**As of July 15th, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** SCOPE OF WORK The selected consultant must comply with all terms and conditions of the contract with NYSDOS and develop an LWRP that includes an integrated Harbor Management Plan (HMP). The consultant will be responsible for completing the remaining tasks outlined below. Task 4: Contract Preparation and Execution The consultant shall provide a detailed work plan with a payment schedule tied to product completion and project costs. The composition of the consultation team, including areas of expertise and roles, must be clearly outlined. Products: Draft and final executed consultant subcontracts. Task 5: Project Meeting The consultant will attend a meeting with the Waterfront Advisory Committee to review project requirements, site conditions, and identify key planning issues. Products: Meeting minutes summarizing agreements, responsibilities, and next steps. Task 6: Community Outreach Process and Plan Community participation is essential to the success of the LWRP. The consultant shall develop a public outreach plan that ensures engagement and input from stakeholders. A minimum of three public workshops must be held, utilizing various outreach methods such as press releases and public notices. Products: Approved community outreach plan and summaries of public workshops. Task 7: Waterfront Revitalization Area Boundary The consultant will prepare a narrative description and boundary map defining the revitalization area, including surface waters, underwater lands, and adjacent upland areas. Products: Draft section defining the boundary with a corresponding map. Task 8: Inventory and Analysis A comprehensive inventory of Northport's waterfront resources, existing land use, zoning, environmental assets, and potential risks must be conducted. The consultant will assess issues such as water quality, flooding, erosion, and navigation. Products: Draft inventory and analysis report with maps depicting resources, issues, and opportunities. Task 9: Public Information Meeting The consultant shall hold a public meeting to present findings from the inventory and analysis and solicit input from the community. Products: Meeting minutes and summary of public input. Task 10: Local Waterfront Revitalization Policies The consultant will refine State waterfront revitalization policies to reflect local conditions and ensure alignment with Northport's goals. Products: Draft section on local waterfront revitalization policies. Task 11: Proposed Land and Water Uses and Projects The consultant shall outline proposed uses and projects necessary to implement the LWRP, including infrastructure improvements, public access projects, and environmental initiatives. Products: Draft section on proposed uses and projects. Task 12: Public Information Meeting A second public meeting will be held to review proposed land, and water uses and solicit feedback from residents. Products: Meeting summary and minutes. Task 13: Techniques for Local Implementation The consultant shall draft necessary regulations and policy changes needed to support the LWRP, including zoning amendments and waterfront development guidelines. Products: Draft section on implementation techniques and proposed regulatory changes. Task 14: Federal and State Actions and Programs The consultant will outline federal and state programs that could support the implementation of the LWRP. Products: Draft section on government actions and programs. Task 15: Local Commitment and Consultation A summary of public participation, local government involvement, and interagency coordination will be prepared. Products: Draft section on local commitment and consultation. Task 16: Draft Appendices Prepare Appendices for local LWRP as necessary. Products: Draft Appendices to the department for review Task 17: Complete Draft LWRP A complete draft of the LWRP incorporating all feedback and necessary revisions will be submitted to NYSDOS for review. Products: Draft LWRP document Task 18: SEQRA Compliance The consultant shall prepare an Environmental Assessment Form (EAF) and determine if a Draft Generic Environmental Impact Statement (DGEIS) is needed. Products: Completed SEQRA determination documents. Task 19: Public Meeting A final public meeting will be held to present the draft LWRP before final submission. Products: Meeting summary and minutes. Task 20: 60 Day Review Draft LWRP Products: Draft LWRP in word and PDF, including Appendices and maps Task 21: Final LWRP Submission Upon approval from NYSDOS, the consultant will submit the final LWRP to the Village of Northport. Products: Final LWRP document. Task 22: Final Project Summary Report and Measurable Results Products: Final project summary report submitted to Department Task 23: MWBE Reporting Products: Ongoing reporting through NYSCS system during life of contract. Form D submitted to reflect MWBE subcontractors. Task 24: Project status Report Products: Completed project status report to the Department.
