The contractor shall provide all supervision, labor, supplies, materials, equipment, tools, and incidentals necessary to perform continuous maintenance, testing, certification, and emergency services for the underground well water supply system at the Northport VA Medical Center. This includes five well houses (wells, pumps, piping, controls, and auxiliary equipment), booster pumps, two air stripping towers, and a water treatment system. Services are required 24/7, including Federal holidays, with a maximum two-hour emergency response time. Preventive maintenance is scheduled bi-monthly, quarterly, and annually. Bi-monthly tasks include inspection and servicing of chlorine pumps, chlorination motors, lime mixers, blowers, lime slurry metering pumps, booster pumps and motors, and visual inspection of air stripping towers. Quarterly maintenance includes inspection and lubrication of all pumps and motors, vibration and oil testing, control checks, and booster pump station evaluations. Annual maintenance includes well and pump servicing, oil changes, tank evaluations with detailed reports and photographs, and electrical inspections by NYS licensed electricians. All operators must hold valid NYS Grade IIB Water Operator Certification, and assistants must have at least Grade D certification. Electrical work must be performed by NYS licensed electrical engineers or electricians. The contractor must maintain an inventory of spare parts and materials to ensure uninterrupted service and be capable of performing emergency repairs within two hours of notification. Emergency services may require additional labor hours and contract modifications. Confined space entry must comply with the Medical Centers SOP 138-25 Permit Required Confined Space Entry Program and OSHA regulations. Contractors must submit proof of training and coordinate with the COR and VA Fire Department for permit procedures and hazard documentation. Services will be performed during regular business hours (Monday-Friday, 08:00 AM to 4:30 PM EST), excluding Federal holidays. The contract includes a base year and four option years.
