Reference Number 0000381709 Term: 07/01/2025 12:00 AM EDT - 06/30/2030 12:00 AM EDT This RFP is for Operation and Maintenance Services for the Series 2009A Program sites, as more fully described herein. Pursuant to N.J.S.A. 40A:11-4.2, the proposed term of the contract(s) will begin on July 1, 2025 and end on June 30, 2030. The consultant providing the Operation and Maintenance Services shall have the necessary and required skills and experience to deliver the various services and perform various tasks on behalf of the Authority with respect to Renewable Energy Projects, as applicable, including but not limited to the following, which pertain to both the operational and financial aspects of the Series 2009A Program sites: (a) Conduct both daily (during normal business hours) and monthly site production and performance monitoring, including, without limitation: (i) receiving and providing monthly reports related to the Solar facilities, including without limit pertaining to production and performance, (ii) analyze production numbers contained therein, (iii) follow up on extreme variances in the aforementioned reports, (iv) reconcile annual production against invoicing and correcting differences, and (v) respond to customer concerns, including outages; (b) Oversee billing and invoicing, including, without limitation: (i) verify escalation rates and dates, (ii) generate invoices based on production data and consumer requirements, (iii) distribute invoices, either by e-mail or regular mail, and (iv) receive, sign and send back monthly payment vouchers to customers; (c) Reconcile bank statements and accounts, and oversee all bank account management in general; (d) Manage all PPA AR/AP systems, including, without limitation: (i) record deposits received monthly, (ii) receive checks not mailed directly to lockbox, and mail to bank; (ii) prepare a deposit and payment detail, and AR/AP update, to NW Financial Group, LLC; (iv) prepare quarterly or half-yearly statements and mail to customers; (v) respond to customer queries; and (vi) oversee all payments made in connection with the Services; (e) Upkeep compliance, and generate unaudited returns and timely file the annual MSRB EMMA disclosures, if applicable; (f) Manage all functions related to New Jersey solar renewable energy credits (SRECs), including any BPU legacy program and/or successors thereto, including, without limitation: (i) receiving and depositing quarterly checks, (ii) ensuring PJM-GATS updates with SREC inventory; (iii) responding to questions as needed, and (iv) overseeing REC trading and banking services; (g) Provide operating tasks, including, without limitation: (i) daily monitoring of alarms and faults during normal business hours, (ii) dispatching of field technicians to resolve issues within one (1) business day of their occurrence, or the occurrence of any alarm and/or fault, (iii) provide back-office technical support to resolve field issues, (iv) monthly production reporting and analysis, (v) coordination of annual maintenance; Recommend capital improvements, upgrades and investments that further the efficiency and/or effectiveness of the Series 2009A Program sites, or provide cost savings and/or revenue enhancement equal to or in excess of the cost of such capital improvements, upgrade or investment; To the degree not covered by the forgoing, manage and oversee all procurement and payment procedures; Organize, manage and maintain all documents and records pertaining to the performance of the Services; and Oversee all aspects of insurance administration pertaining to the Services, and the Series 2009A Program sites.
