Conceptual plans call for the addition of a educational facility; for the demolition of a educational facility; for the renovation of a educational facility; and for site work for a educational facility.
Question Deadline 04/16/2025 at 4:00 PM ET The proposals shall include the project management team experience including resumes of the key personnel managing the project. Proposals shall demonstrate extensive experience and knowledge of building renovations and upgrades. Proposers shall also demonstrate a thorough understanding of the state procurement systems specifically aligned to the CSDE and the School Lunch Program requirements. The proposals may include any other information the team believes will further demonstrate their expertise with projects of a similar scope. C. Fee Proposal Proposers shall provide written proposals including total fee and hourly rates. Proposers shall provide the estimated hours to be expended in each of the phases under the Scope of Services and include guaranteed maximum prices. The OPM will be responsible for designing and managing the project on behalf of NFA but under the direction of the Head of School. The OPM's responsibilities shall include the following: A. Procurement of Design Services a. Assist NFA with procurement of professional engineering services necessary to prepare bid documents. b. Draft RFQ/P for such services including AIA contracts c. Prepare project schedule for the project d. Prepare construction control budget for the project. e. Assist with the advertising of the project and posting of the RFQ/P to the CT DAS bidding portal. f. Receive and respond to proposers' questions via addenda. g. Receive and review proposals by qualified engineering firms. h. Prepare a bid analysis and assist the head of school with a consultant selection. i. Assist with scope reviews and prepare contracts. B. Design Phase Oversight a. Prepare a macro schedule for the overall project schedule. b. Prepare a detailed milestone schedule for design and bidding phases. c. Ensure design aligns to project budget. d. Facilitate design meetings between NFA and the design team. e. Prepare meeting minutes for all meetings. f. Review contract documents to ensure they meet the required owner's project requirements. C. Bidding Phase Oversight a. Assist with procurement of prevailing wage rates from the Department of Labor, if applicable. b. Review front end boilerplate to ensure all NFA bidding requirements are incorporated. c. Prepare and gather all documents required for the Plan Completion Review meeting with the CSDE if applicable. d. Assist with scheduling all necessary meetings. e. Save all approval documents from the state, re permission to bid the project. f. Prepare bid advertisements for posting in the local newspaper and on the CT DAS Bidding Portal. g. Review all bids and prepare bid analysis. h. Assist the school with scope reviews. i. Prepare contracts between the school and the awarded bidder. D. Construction/Installation Phase Oversight a. Conduct pre-construction meetings with contractors. b. Attend owner-architect-contractor meetings. c. Ensure all submittals and requests for information (RFIs) are processed in a timely manner. d. Review all applications for payment by the contractor prior to owner approval. e. Review all change orders from the contractor and make recommendations to the owner whether to approve or not. f. Review contractor's construction schedule and updates. g. Ensure all control measures are performing as required (via commissioning team). h. Ensure all project closeout requirements such as warranties, as-builts, manuals, etc. have been received by the owner. i. Assist with preparation of the Certificate of Substantial Completion. j. Ensure all punch list items are completed to the satisfaction of the owner and in accordance with the contract documents *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. " NFA is currently seeking to retain the services of a vendor to provide OPM services that will assess current BMS across campus and develop a plan to address deficiencies. While this plan will influence total construction costs, internal estimates are around $300,000-$350,000."
