Renovation of a mixed-use development in Norwich, Connecticut. Conceptual plans call for the renovation of a educational facility.

Norwich Free Academy (NFA) is privately governed, independently endowed independent academy located in Norwich, Connecticut. The campus is comprised of 11 buildings over 2 campuses consisting mostly of academic spaces but also includes administrative, athletic, food services, and other support spaces. The buildings range in age as well as architecturally. NFA seeks to engage with an owner’s project manager (OPM) to design and manage an upgrade to its building management system in select buildings on campus. The selected OPM should have the in-house ability to design and manage the said systems or the ability to procure and manage vendors to complete this project. The project includes assessing current systems, proposing a design for improvements and overseeing the installation of new digital controls in three different buildings. The scope also includes the management of the installation of new controllers, communications lines, temperature sensor and programming. NFA intends to seek reimbursement from the State of Connecticut through a non-priority list application managed by the Connecticut Department of Administrative Services Office of Grants Administration (OGA). NFA’s reimbursement rate for fiscal year 2025 is 76.07% Questions regarding this request for proposals should be directed via electronic mail to Dr. Quesnel. Questions must be submitted aligned to the Project Milestones above by 4:00 p.m. A final addendum will be posted to the NFA Website at aligned to Project Milestones by 4:00 p.m. Final date to submit questions May 7, 2025 @8:00 am Proposed construction start date No earlier than Jun 11, 2025 Proposed project completion date No later than Aug 15, 2025 The Board reserves the right to reject any and all proposals when it deems such action is in the best interests of the Board and also to select a respondent that the Board determines best meets its needs. B. Costs and fees contained in the proposal will remain valid for a period of ninety (90) days after the closing date for submission of proposals and may be extended beyond that time by mutual agreement between the Board and the respondent. The method of Contractor Selection has not been Determined at this time
