The City of Topeka is requesting proposals for professional engineering services to provide engineering design and construction documents for a sidewalk and shared use path and a traffic safety study from SW 45th St. to SW Gage Blvd to SW Cambridge Ave. The City of Topeka is requesting proposals for professional engineering services for Project No. 701070.00, "SW 45th St. - SW Gage Blvd to SW Cambridge Ave.". The services include providing engineering design and construction documents for a sidewalk/shared-use path and a traffic/safety study. The traffic/safety study shall be along SW 45th from Gage Blvd to Cambridge Avenue. The traffic study is to be limited to determining if a turning lane is warranted and identifying locations of pedestrian crossings and determining if additional cross walk features are warranted. The engineering design of the sidewalk/shared-use path shall match any proposed road geometry changes determined from the study. The intent is to reconstruct the road at a future date (if necessary) without having to remove and replace the sidewalk. Background Information The Functional Classification of SW 45th from Gage to Cambridge is an arterial. The 2024 AADT according to Replica is between 600-850 vpd each direction, depending on which section of SW 45th Street. This stretch of SW 45th crosses over a drainage structure to Colley Creek. This drainage structure may need to be extended for placement of the sidewalk/shared-use path. Additionally, Berkshire Country Club has many Golfers who cross 45th from the Club House to the Front Nine Holes. There has been a couple developments proposed for the area. One development being the Ardmore Walk Addition Subdivision. The development has been on the west side of Gage, just north of 45th, and is proposed to be a high-end retirement community. The existing road has an average PCI of 91. Additional information can be found on page 80 of the 2026-2035 Proposed CIP. The proposed project schedule includes survey and design of both 45th Street & the proposed sidewalk/shared-use path (Engineered Plans for Sidewalk/shared-use path only) and the traffic/safety study, beginning in 2025; utility relocation and right-of-way acquisition, if necessary, to occur in 2025 as well; and construction of the sidewalk to occur in 2026. III. Scope of Services This project will produce a set of drawings and project manual for a sidewalk/shared-use project. The project will be designed and constructed in accordance with the City of Topeka and Shawnee County Standard Technical Specifications, current edition. Basic Services provided may include, but are not limited to the following: 1. Meet with City staff at critical stages throughout design. 2. Perform field and topographic surveys. 3. Coordinate with other City utilities and private utility owners. 4. Perform a traffic study SW 45th - Gage to Cambridge - to determine if turn lane is warranted and to determine safety measures (if any are necessary) for the traffic pedestrian crossing at Berkshire Country Club. The turn lane analysis must account for future developments and heavy traffic volumes on 45th at the entrance to Topeka Baptist Church during Sunday mornings. Additionally, the entrance traffic at Berkshire Golf Club shall be accounted for during popular golf times and season. 5. Design SW 45th if there are any road geometry changes 6. Design a sidewalk/shared-use path along SW 45th - Gage to Cambridge, including replacement or extension of the drainage structure at Colly Creek. 7. Construction Administration & Construction Inspection of the Sidewalk/Shared-Use Path 8. Coordinate and cooperate with the developments if and as they move forward with their project. 9. Perform investigative soil borings. 10. Prepare temporary easement, permanent easement, and/or right-of-way descriptions and documents as necessary. Manage and direct any deeds to be filed and purchases to be made in 2025 or early 2026. 11. Identify any utility conflicts and coordinate relocations to be done in 2025 or early 2026. 12. Develop construction phasing and traffic control plans to carry traffic during construction. 13. Develop and submit conceptual drawings (30% complete) with an estimate of probable construction costs (EPCC). 14. Develop and submit field-check drawings (60% complete) and an updated EPCC. 15. Facilitate two (2) public meetings: the first to be held after field-check drawings are complete to introduce residents to the project and gather input; the second to be held after the bid letting, but prior to construction. 16. Develop and submit office-check drawings and project manual (90% complete) and an updated EPCC. 17. Develop and submit final drawings, project manual, invitation to bid, bid form, and a final EPCC for the purpose of bidding the project. 18. Respond to questions from prospective bidders as necessary. 19. Prepare addenda as necessary. 20. Prepare a tabulation of bids and make a recommendation of award for construction. IV. Deliverables 1. 30% complete with an EPCC by August 1st, 2025 2. 60% complete with an updated EPCC by October 1st, 2025 3. First Public Meeting - Late October 2025 4. 90% complete with an updated EPCC by December 19th 5. Final project drawings, project manual, and cost estimates, will be completed by February 1st, 2026. V. City Resources to Be Provided All information that the city has relating to the project will be made available to the selected firm. VI. Proposal Format All information submitted becomes the property of the City of Topeka. Proposals received after the time indicated in this request will not be considered. Proposals are to be limited to a total of 10 (ten) pages (not counting front and back cover, cover letter, table of contents, and section dividers) using margins not smaller than 0.75" and font size not smaller than 10. If the City and the selected Firm cannot agree on scope and/or a schedule of fees, the City may terminate negotiations and proceed with selecting another Firm.
