The scope of work includes closure of the garage, washdown of all garage decks, washdown of all vertical items including facade, structural review of the entire garage complete, perform structural and non-structural repairs, replace cables and concrete as required, install sealer to all concrete and masonry surfaces, replace and seal all horizontal and vertical control, expansion, construction and weathertight joints including urethane pre-mold joints and column webs. Renovate each stair tower (two total) and replace existing roofs, and all necessary appurtenances and restoration for said construction. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Board of Commissioners. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Board of Commissioners to guarantee the bidder's entrance into the contract if given the award. The Board of Commissioners reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Board of Commissioners shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Board of Commissioners may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Board of Commissioners has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
