The City of Emeryville ("City") invites proposals from contractors to provide "On-Call Traffic Signal and Streetlight Maintenance Services" ("Contractor" or "Consultant"), as set forth in this Request for Proposals ("RFP"). Contractors submitting proposals must be prepared to immediately enter into a Maintenance Contract ("Contract") for the services described in this RFP and must be available to the City on an on-call and asneeded basis for a three-year agreement term. The City desires to contract for the maintenance and repair of the City's traffic signal systems, streetlights, and safety lighting systems beginning July 1, 2025. The ideal Contractor shall have knowledge in troubleshooting the multitude of problems that arise at traffic signal locations: knockdowns, controllers, cabinets, wiring, signal components, traffic signal timing, ITS hardware, ATMS hardware/software, ATSPM software, CCTV, Video Detection, fiber equipment, fiber splices, server equipment and any other traffic signal related equipment within the City. Contractor shall follow current industry best practices and have knowledge of newer technologies in traffic signal construction, modifications, configurations, and latest ITS equipment. The ideal Contractor will occasionally be used as a technical consultant in planning for future upgrades to the traffic signal system and infrastructure and may be asked for quotes or advice on best equipment to procure. Contractor shall have experience and a good reputation in investigating complaints and claims, using the WATCH Manual for construction traffic control, and interacting with the public. The ideal Contractor shall have knowledge in troubleshooting the multitude of problems that arise at streetlight locations: knockdowns, master controllers, time clocks, photocells, broken conduits, wiring issues, and any other electrical equipment/facilities owned by the City. The lighting includes, but is not limited to, streetlights, trail/park/parking lot lights, and traffic signal safety lighting. The services will involve ongoing and regular field preventative maintenance and repair of City lighting issues by licensed contractor(s) with property lrained, experiences and qualified personnel. The selected contractor shall provide On-Call Traffic Signal and Streetlight Maintenance Services for the City for three (3) years, plus two (2) possible one-year options up to a maximum total contract duration of five (5) years. Deadline for RFP Questions: April 28, 2025. Any questions regarding this request must be submitted in writing to the City staff contact person listed on the cover page at least FIVE (5) WORKING DAYS prior to the submittal deadline. The City may share the question(s) and its response(s) with all known consultants who are considering a response to this request. The proposal shall be as concise as possible and should not include any elaborate or unnecessary promotional items. It shall include the following items: a) A description of the Proposer's methodology to be employed for each task (Special Services excluded). b) A statement of ability to perform the scope of work. c) A list of previous similar projects completed recently with references. d) A list of individuals performing the work with individual resumes. e) Name of firm's representative who will be assigned to direct projects under this agreement. f) A description of the firms Quality Assurance Program to be implemented on Emeryville Projects. g) Work shall be compensated on a time and materials basis for extra work services. The Proposer shall submit the billing rates for all personnel categories that may work under this agreement. These rates shall be in effect for a one (1) year period and renegotiated in accordance with the aforementioned requirements of this Request for Proposal. h) The proposal shall be signed by an official authorized to bind the firm and shall contain a statement to the effect that the fee proposed is valid for at least ninety (90) calendar days. i) The length of the proposal shall not exceed twenty-five (25) pages. j) The selected proposer is required to obtain an Emeryville Business License (and pay all associated fees) and submit Insurance Certificates and Policies within five business days of selection. The method of Contractor Selection has not been Determined at this time.
