Site work and paving for a mixed-use development in Beaufort, South Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The County is seeking South Carolina Department of Transportation pre-qualified contractors experienced in roadway construction to extend the Spanish Moss Trail approximately 1150 feet south of Ribaut Road to Appleton Road, including the installation of a Pedestrian Hybrid Beacon Signal at Ribaut Road. Question Submission Deadline:May 6, 2025, 5:00pm All questions must be submitted through the Procurement Portal no later than. The project is situated in Port Royal, South Carolina and involves installation of concrete pavement for a shared-use trail and the installation of a Pedestrian Hybrid Beacon (HAWK) Signal for the trail at Ribaut Road as well as various associated grading, curb, concrete median, asphalt driveway, signage and striping. 1. All work shall be completed in accordance with applicable SCDOT Standard Drawings and Standard Specifications, latest edition. 2. All materials used on the project shall conform to the SCDOT Qualified Products List. 3. Provide traffic control as per SCDOT Standard Drawings, Standard Specifications and the MUTCD. South Carolina Department of Transportation (SCDOT) prohibits lane closures on U.S. 21/ Ribaut Road between the hours of 6 am and 7 pm. Any lane closures will require notifying SCDOT and all required media outlets and emergency agencies a minimum of one week prior to implementation of the closure. 4. A preconstruction conference will be held prior to beginning work. 5. The following submittals must be submitted for approval to the Project Engineer a minimum of one week prior to work: A traffic control plan Material certifications Work Schedule 6. Provide INDEPENDENT third-party SCDOT Certified Level 1 Inspector. Field inspection includes: Set-up roller patterns, monitor asphalt placement, verify temperature, receiving load tickets. Document all work and inspections in accordance with SCDOT procedures. Provide weekly copies of reports to County Project Manager. 7. Provide independent SCDOT Certified inspector at plant during batching operations to monitor and document product and tests in accordance with SCDOT requirements. 8. Third Party Quality Assurance (QA) observations will be administered by the County's representative. 9. All electrical work in this contract will need to be permitted with the town of Port Royal, will need to be completed by a Master Electrician, and will be subject to final inspection by the town of Port Royal for approval. 10. Allowances for delays and weather shall be built into project schedule. Additional time will not be given. Liquidated Damages are set at $800 per calendar day
