The City of Topeka is requesting proposals for Solid Waste and Recycling Management Services from qualified contractors to perform comprehensive solid waste and recycling management services, including but not limited to collection, transportation, and recycling of co-mingled paper materials, cardboard materials, plastic materials, and metal materials, as well as solid waste/trash hauling services for the City. These services will include indoor and outdoor locations of the buildings and grounds of City Facilities listed in Appendix A. The City is committed to sustainability efforts through the overall reduction of waste and maximizing its recycling capacity. By integrating these functions into a comprehensive system, the City expects to reduce its overall environmental footprint and financially benefit through increased efficiencies and economies of scale. Responses for a successful comprehensive recycling and waste management program will describe the processes and attributes the Supplier will use to conduct the services for the program. The City intends to require recycling at all of its facilities. Question Deadline 05/02/2025 at 3:30 PM CT . IMPLEMENTATION The awarded Contractor must begin the City's solid waste and recycling management services on August 1, 2025. The Contractor must make initial site evaluations at each known location, listed in appendix A, for type, size and frequency of collection for solid waste and comingled recycling receptacles/dumpsters. After the first four (4) months of the contract the Contractor must provide an evaluation and report with recommendations to determine what reductions/adjustments should be made in the size/quantity of refuse containers and recycling containers. TERMS OF AGREEMENT The contract resulting from this bid must commence on the mutually agreed upon date and for an initial period of one (1) year, with the option to renew for up to four (4) additional one (1) year periods upon written agreement of both parties. The Contractor must submit request for an extension to the City in writing no less than sixty (60) days prior to the contract expiration date.
