Design and construction management services for upland parking and restroom facilities, upgrades to existing boat landing facilities and new fishing pier. Services to include survey and staking, geotech, engineering and design, construction phase services, permitting and wetland services. Background The Alljoy Boat Landing is an important community amenity that also serves many boats, including commercial ones, that travel to Daufuskie Island. Parking is very limited and locals like to get to the landing via golf cart. Several community meetings have been held to get resident input in the planning. Keeping the Alljoy residents involved and informed at every step of the project will be an important part of this project. As part of the project, additional land has been purchased by the County. The existing structures on the property will be demolished for the additional parking and amenities. It will be important to design the new facilities with the style of the demolished house in mind to maintain the neighborhood culture and identity. Additionally, Beaufort County has been using the Envision project development framework thus far on this project and wishes to continue using it through project completion. Additional guidelines will be enumerated in the Design Requirements. Question Submission Deadline: May 12, 2025, 5:00pm. Submit questions you have through the Procurement Portal at online. PERFORMANCE AND PAYMENT BONDS: (NOT Required for Professional Services) The successful Contractor shall furnish, within ten (10) days after written notice of acceptance of Request for PROPOSALS, Performance and Payment Bonds. Contractor shall provide and pay the cost of a both bonds. The Bonds shall be in the amount of one hundred percent (100%) the contract, issued by a Surety Company licensed in South Carolina with an "A" minimum rating of performance as stated in the most current publication of "Best's Key Rating Guide, Property Liability" which shall show a financial strength rating of at least five (5) times the Contract Price. The Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. This solicitation does not commit Beaufort County to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods or services. The County reserves the right to accept or reject any or all qualifications received as a result of this request, to negotiate with all qualified firms, or to cancel in part or in its entirety this solicitation, if it is in the best interests of the County to do so.
