Site work and paving for a civil project in Erie, Pennsylvania. Completed plans call for site work for a water / sewer project.
Rice Avenue Waterline Replacement. Work included under this project consists of the installation of approximately 2,100 feet of 8 PVC C-900 waterline, valves, hydrant, house service lines, PennDOT road restoration, and water system connections, and all necessary appurtenances and restoration for said construction. An alternate will be considered for an additional 750 feet of 8 PVC C-900 waterline. Interested parties may contact the Borough for access information prior to the date and time identified herein. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. The project is being financed, in part, by the Commonwealth Financing Authority via Local Share Account Grant. Bidder must agree to comply with all requirements associated with the Grant. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
