Architectural Firm selection for relocating Columbia Hall occupants to other venues on campus. Purpose of RFQ This Request for Qualifications is being released by the University of North Dakota Procurement Services Department, on behalf of the University of North Dakota Department of Planning, Design & Construction for interested qualified architectural firms to provide space planning followed by typical basic services from schematic design through construction administration, to relocate a variety of academic departments from Columbia Hall into other venues as directed by Facility Management. The overall goal or timeline is to have these spaces ready for move in during the winter break in December 2025. Non-collusion By signing the RFQ response the Respondent certifies that the response submitted has been arrived at independently and has been submitted without collusion with, and without any agreement, understanding, or planned common course of actions with, any other vendor of services described in the RFQ scope of work, designed to limit independent bidding or competition. Time Frame of Work Contractor time frame of Work as proposed and UND acceptance of time frame shall be carried out without any delays. Delays of Work by Contractor shall be defined by UND and any penalties imposed upon Contractor shall be mutually agreed upon at time of Contract Award. Execution of contract UND Procurement Services will issue an official contract to the successful Respondent. At time of award, the appropriate contact/invoice addresses will be given. The final contract will be binding to Contractor and UND upon completion of contract signing by all parties. The RFQ, its attachments, its appendices, its amendments, the awarded Contractor RFQ response, and any attachments hereto shall be used in the writing of the contract entered into between the successful Respondent and UND. The awarded bidder must register and become approved within sixty calendar days or shorter time specified in writing by the Procurement Services Office from the date of notice of intent to award. The Proposal may be rejected if the Proposer fails to register within the specified time period. 1.1 Contract term: The term of this Contract is a maximum of 24-months, until work is complete as determined by University of North Dakota (UND), or as modified by UND. 1.2 Parties to the contract: the Contract is between UND and the awarded Respondent. 1.3 Based on the administrative requirements for contract agreements between the North Dakota State Board of Higher Education and design consultants, the Contractor must be willing to comply with the terms and conditions contained herein. The master plan for the University of North Dakota includes the decommissioning of Columbia Hall. Those departments that occupy Columbia Hall will be moved to other venues on campus. The following has been decided upon: o Provide space planning for the following Columbia Hall occupants to move to Gamble Hall o Northern Prairie Community Clinic o Communication Science & Disorder o Psychology Department o Psychology Research o Provide space planning for the following Columbia Hall occupant to move to the UND Bookstore o Biomedical Engineering The initial space planning will be using a program of spaces that has been developed by Facility Management through consultation with the departments mentioned above. The space planning effort will want to make use of the existing space to the maximum extent possible. This will help reduce construction costs but yet still give these departments the necessary means for them to be successful. The space planning task will conclude with a viable cost of construction and overall budget to be presented to UND Leadership prior to moving into the basic service portion of this project. Budget As indicated above UND has not established a budget for this contract. It is up to the design professional to provide the construction budget based on the space planning effort. Fee proposals are not required to be submitted with the proposal. Fees and reimbursable expenses will be negotiated with the best qualitied firm after the selection process is completed. If UND and the firm cannot reach an agreement, UND reserves the right to negotiate with the next highest rated applicant. Location of Work The location is within the city of Grand Forks, North Dakota at the campus of the University of North Dakota. Prior Experience In order for offers to be considered responsive, offerors must meet the minimum prior experience requirements. An offeror's failure to meet these minimum prior experience requirements will cause its proposal to be considered non-responsive and its proposal will be rejected. The minimum experience requirements are: 10 years prior experience providing similar space planning for universities. Required License At the time specified by the deadline for submission of proposals, the offeror must have and keep current any professional licenses and permits required by federal, state, and local laws for performance of this contract. Federal Requirements None at the time specified for the RFQ. SECTION 3 PROPOSAL CONTENTS Responses to this Request for Qualifications must contain the following: 1. The name of the responder, the principal place of business and, if different, the place where the services will be provided. 2. Responder must have a minimum of ten (10) years' experience 3. The education, qualifications, experience, and training of all persons who would be assigned to provide services along with their names and titles. 4. Location of firm's headquarters. 5. Provide a comprehensive narrative statement that illustrates your understanding of the requirements of the project, deliverables, project schedule, and contract terms and conditions. Responder must also identify any pertinent issues and potential problems related to the project. 6. Responder must provide three reference letters including names and phone numbers for similar projects the firm has completed. UND reserves the right to contact any references provided by the responder. 7. Responder must provide a completed SF 330 in their proposal.
