IDNR Permit No. 27-SDP-01-75 Provide excavation and associated earthwork, utility installation, and Construction of Phases 5 and 6 at the Wayne-Ringgold-Decatur County Landfill, Wayne-Ringgold-Decatur County Solid Waste Management Commission, 13758 21377 125th Avenue, Grand River, Iowa 50108 1. Contract: Construction of Phases 5 and 6. a. Mobilization/Demobilization b. Clearing and Grubbing. c. Temporary erosion control installation. d. Stripping and stockpiling topsoil. e. Excavation and filling to design grades. f. Scarification and recompaction of Subgrade. g. 2-foot (ft) Compacted Soil installation. h. 60 mil textured high-density polyethylene (HDPE) Flexible Membrane Liner (FML) installation. i. Sand Drainage Layer Placement. j. Leachate Collection Trench, and pipe installation. k. Rain Flap Berm installation. l. Access Road installation. m. Quality Assurance/Quality Control (QA/QC) testing and documentation. n. Site Restoration. o. Record Documentation The Engineer's Cost Opinion for the Construction of Phases 5 and 6 is $1,748,230.00. Each proposal shall be accompanied by a Bid Bond or certified check equivalent to five percent (5%) of the amount of bid, payable to the order of the Wayne-RinggoldDecatur County Solid Waste Management Commission, as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governing body, for the faithful performance of the contract. This sum shall be forfeited in case the bidder fails to enter into the contract within fifteen days after the contract has been awarded. The Owner reserves the right to reject any or all Bids, waive or not waive any informalities in the Bids received and to accept any proposal which is deemed most favorable to the interests of the Owner. Substantial Completion is September 30, 2025 ; Final completion-October 31, 2025 Include with the appropriate Bid Item the following work items which are common to the Bid Items for this Section. 1. Maintenance, protection, replacement and/or repair of damaged facilities outside the area identified for payment in a separate Unit Price Item. 2. Site access requirements including temporary soil material as required for the Contractor to access the Work and the equipment. 3. All temporary dewatering to provide a dry base for all construction activities. 4. Dust control including watering of grades and waste filled areas. 5. Traffic control. 6. Erosion control construction. 7. Right-of-way requirements. 8. Regulatory requirements. 9. Construction staking and other survey work not provided by Owner's Representative. 10. Location of existing utilities and piping. 11. Protection of existing underground piping and utilities. 12. Quality assurance and quality control (QA/QC) testing and inspections not provided by the Owner's Representative. 13. All safety-related costs. 14. Attendance at weekly progress meeting. 15. Shop Drawings and other submittals. 16. Removal of litter from construction area.
