Site work, outdoor lighting and renovation of a water / sewer project in Malone, New York. Completed plans call for the renovation of a water / sewer project; for site work for a water / sewer project; and for outdoor lighting for a water / sewer project.
Electrical (E) - The contract includes power components and connections, emergency generator, site electrical, site and building lighting, removal of existing SCADA control/VFD panel and installation and termination of Owner-furnished SCADA control/VFD panel and associated startup & support, providing power and control conduit and terminations for new equipment, instrumentation, and SCADA control panel at Control (CNT) Building. Electrical: $ 350,000.00 Milestone Dates: o Commence Construction: July 7, 2025 o The Work will be substantially completed by November 30, 2026, and completed and ready for final payment by December 31, 2026, and in accordance with Paragraph 15.06 of the General Conditions Contract questions and answer period. o Utilize the Request for Clarification (RFC) Form in the specifications manual and all questions should be received by 12:00 pm April 24 th , 2025. Make sure to send questions to Ryan Oliver (ryanoliver@aesnortheast.com) The successful bidder(s) will be required to provide Performance and Payment Bonds each in an amount equal to 100% of the contract value. This project is being funded through NYS Environmental Facilities Corporation. All contractors must comply with funding agency requirements set forth in the Contract Documents. M/WBE Requirements: a. The contract does require Contractors to utilize Minority and Women Business Enterprises (M/WBE) and Disadvantaged Business Enterprise Program (DBE). It is the policy of the Owner and Funding Agency to encourage disadvantaged business enterprises, including minority, veteran and women business participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy. The MWBE goals for this Contract are 20%. "MWBE Participation In accordance with Section 316-a of Article 15-A and 5 NYCRR 142.13, if it has been determined by the Recipient or EFC that the Contractor has willfully and intentionally failed to comply with the MWBE participation goals, the Contractor shall be obligated to pay to Recipient liquidated damages or other appropriate damages, as specified herein and as determined by the Recipient or EFC." b. The MWBE Utilization Plan and Waiver Request, if applicable, are required to be submitted within 10 days of notification of low bid. It is recommended however, that the Contractor submit within 5 days of notification of low bid, to allow time for review/comment by the MBO, and for any potential revisions to be made. Due to this, contractors are highly encouraged to work on MWBE requirements while bidding. In order for the Engineer and Village of Malone to review bids immediately, any bidder who has not worked with the Village or AES Northeast previously, should submit a Statement of Contractor Qualifications with their Bid. 16. The successful Contractor will be required to pay liquidated damages in the amount of $1,000 per each calendar day that expires after the contract milestone or completion dates specified by the Notice to Proceed. 17. This is a prevailing wage rate project and funded in part with funds provided by NYS Environmental Facilities Corporation (EFC); therefore, both NYS Prevailing Wage Rates and Davis Bacon Wage Rates are included in the Appendices of the Project Manual. Contractors are required to pay subcontractors and workers the higher of the two rates for the particular classification. It is the Contractors responsibility to ensure they are utilizing the most current rates. 18. Reporting Requirements: Contractor is responsible for any all reporting requirements associated with this project. Thisincludes but is not limited to Certified Payroll, Monthly and Quarterly MWBE Reports and EEO Reports. 19. Discussion was had regarding Smartsheet and its role in the project. 20. Contractor's costs for products, delivery, installation, labor, insurance, payroll, taxes, bonding, equipment rental, will be included in Change Orders and/or Change Directives authorizing expenditure of funds from these Allowances.
