**As of June 30, 2025, the project was awarded to Long Building Technologies, but the awarded amount is not available.** Question Deadline 05/01/2025 at 2:00 PM MT Written questions about the procurement should be submitted through the online bidding system The Work may include, but is not limited to, providing routine and preventative maintenance on existing Heating, Ventilation and Air Conditioning equipment. This may consist of inspecting, or servicing air conditioning units, ventilation units, and heating systems (boiler and forced air); WYMD cooling and heating systems are diverse in type, age and controls. Successful proposers need to be able to work on older equipment and cutting-edge technology units installed in recently constructed or renovated facilities. The Contractor will provide HVAC services in accordance with the Management Plan that the Contractor's company provides with their Proposal. The purpose of the Management Plan is to ensure that HVAC service will be performed in a purposeful manner in order to achieve the following goals: o Maintain a comfortable working environment in Wyoming Military Department facilities. o Prolong equipment life. o Minimize equipment downtime. o Conserve energy. o Reduce equipment maintenance costs. o Meet these goals in the most cost-efficient manner. o Provide cost containment in equipment purchases and labor rates. It is anticipated that inspections and preventative maintenance will be performed and completed during the periods of March 1-April 15 and October 1-November 15, or as otherwise directed by the Agency. The Agency will identify the completion dates forthe Spring and Fall inspections and preventative maintenance in the Notices to Proceed that will be issued. Failure to meet these dates may result in Contract termination. For all preventative maintenance and inspections, the Contractor shall provide a schedule to perform work at each facility to the Facility Manager no later than January 15 (for Spring PMs) and August 15 (for Fall PMs) During the course of providing HVAC services, inspections and/or preventative maintenance, the Contractor will develop and maintain an Inventory of all components of each facility's HVAC system. The Inventory will include the type, quantity, manufacturer's name, and capacity of all heating and cooling system components. An example of the inventory of equipment is provided in Section 9 of this RFP. A spreadsheet relating to examples of the Camp Guernsey Facilities is attached to this RFP. The Contractor shall verify, add and update the equipment list during every inspection/preventative maintenance or as changes occur based upon service calls. The Contractor shall be responsible to maintain the equipment list throughout the period of the Contract. The updated inventory list will be provided to the Agency within thirty (30) days of completing the inspections/preventative maintenance. The failure to provide the updated inventory list will result in the Agency's rejection of the invoice until such time as all deliverables have been received by the Agency. The Contractor will provide a copy of the Inventory to the Agency. Any discrepancy identified by the Agency within thirty (30) days of receipt of the inventory, must be corrected by the Contractor and provided to the Agency within ten (10) days of the Agency's request. Prior to performing any maintenance, the Contractor shall provide a list of taskings, and estimated hours broken out by location, facility and units. The Contractor will use data acquired during the Inventory process to revise the Management Plan. The Management Plan will be updated with the same frequency as the Inventory and a copy will be provided to the Agency. Building Automation System (BAS) and Tridium/Niagara Jace preventive maintenance must be performed at every facility on an annual basis, to include software updates as needed. The Contractor shall provide qualified technicians to perform various duties as directed by the authorized Agency representative. The Contractor shall have a constantly monitored twenty-four (24) hour a day phone number(s) to contact for service. Technicians shall be on call twenty-four (24) hours a day, and able to respond to all calls within eight (8) hours or less. The service call must be acknowledged by the Contractor to the Agency POC within four (4) hours of the service call. A technician must be onsite to perform the maintenance within eight (8) hours. The Contractor must demonstrate their ability to meet these timeframes in their submitted proposal. The Contractor must notify the Facility Manager of their anticipated arrival, priorto Contractor's departure. All coordination of work will initiate with the Facility Manager or Camp Guernsey's Facility Manager, who will then coordinate with the Construction and Facilities Management Office (CFMO) staff. Communication regarding any work being performed by the Contractor, at any facility, must be directed to and made with the Facility Manager. In no case shall the Contractor consult with facility/building occupants regarding the work being conducted, only for access to areas where maintenance needs to be completed. The Contractor's employees will be required to sign in and out upon arrival and departure at the respective facility. The Contractor shall provide a brief description of all work completed at each facility on a daily basis in written format to the Facility Manager. A weekly list of all work completed must be submitted to the Facility Manager on a weekly basis and must contain the Work Order number, be comprehensive and contain updates to the PM Schedule, or work being completed. As part of the Management Plan, the Contractorshall provide an inventory list of typical parts, materials and controls that are readily available. The Contractor shall also describe their ability to obtain parts, materials and DDC control items that may have an industry lead-time. The Contractor shall furnish labor, materials, parts, equipment, tools, transportation, methods of communication, and miscellaneous services, such as core drilling, insulation services, and sheet metal fabrication necessary to perform the scope of work. The Contractor shall provide a cost estimate for all miscellaneous services to the Agency for approval. The Contractor shall also provide a contact list for all technicians that may or will be assigned to complete the Agency's work. All work must be approved by the authorized Agency representative prior to being performed
