Demolition, site work and new construction of a mixed-use development in Metuchen, New Jersey. Completed plans call for the demolition of a pre-engineered storage facility; for site work for a pre-engineered storage facility; for the construction of a parking garage; and parking garage.

The Project consists of site improvements that will provide a three-bay garage for emergency vehicles such as fire and ambulance with special ventilations, a place for emergency personnel to dine and sleep, along with an administrative area and a radio tower. In addition, a prefabricated building may replace the outbuilding location, where the previous site will need improvements prior to construction of this outbuilding. All work on this contract must be completed within 365 calendar days from issuance of a Notice to Proceed. The Borough and Architects take no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. Pursuant to N.J.S.A. 40A:11-23(c)(2) all addenda shall be provided no later than seven (7) days, Saturdays, Sundays, or holidays excepted, prior to the date for acceptance of bids, to any person who has submitted a bid or who has received a bid package, by one of the listed means in the law, and additionally as posted to website containing the bid documents. Questions will be considered only up until the inquiry deadline stated in the Instructions to Bidders. All bids must be on the bid forms provided by the Borough and Architect and downloaded from H2M Architects. Bid proposals and all required documents included in the Bid Packet must be fully completed and submitted by the date, time and as set forth above. Bidders are required to comply with the public disclosure provisions of N.J.S.A. 52:25-24.2 and shall submit with its bid a statement setting forth the names and addresses of all persons and entities that own ten percent (10%) or more of its stock or interest of any type at all levels of ownership (Ownership Disclosure Certification). All bids must be accompanied by bid security in the form of (1) a bid bond or certified or cashier's check payable to the Borough of Metuchen equal to 10% of the amount of the bid, but in no case to exceed $20,000,00 pursuant ot N.J.S.A. 40A:11-21, and (2) a Certificate of Consent of Surety pursuant to N.J.S.A. 40A:11- 22, obligating the issuing surety company to provide the bidder and its subcontractors, if successful, with a New Jersey Statutory Performance Bond and a New Jersey Statutory Payment Bond in the full amount of the contract. The successful bidder will be required to furnish additional bonds as set forth in the bid specifications and bidding documents. Any prospective bidder that wishes to challenge the bid specification shall file such challenge, in writing, with the contracting agent no less than three (3) business days prior to the opening of the bids. Challenges filed after that time shall be considered void and having no impact on the contracting unit or the award of a contract. The Borough will award the contract to the lowest responsive and responsible bidder subject to the availability of funds. The Borough reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-13.2 and as permitted by law. Additionally, the Borough reserves the right to waive immaterial informalities as permitted by law.
