Sealed proposals are invited for Construction Management and Inspection Services for the TAP Grove Avenue & Eggert Avenue Bike Lanes Project for the Borough of Metuchen, Middlesex County, New Jersey. The services to be provided are professional services related to engineering work on federal aid projects. Prior NJDOT approval for both the prime consultant and each sub-consultant is required. The procurement will follow federal guidelines using a qualification-based selection process and will involve contract review by the Department of Transportation before execution. Contractors must comply with business registration and equal employment opportunity requirements, and proposals from corporations or partnerships must include a Disclosure of Ownership form and Non-Collusion Affidavit. The Borough Council reserves the right to reject or waive submissions in the best interest of the Borough. Proposals are being solicited fairly and openly under New Jersey statutes and political contribution limitations do not apply except as specified. The construction project consists of Grove Avenue and Eggert Street Bike Lane in the Borough of Metuchen. The work will include the provision of a dedicated bike facility (either bicycle lanes or shared lane markings) along the 1.26 mile long corridor of Grove Avenue and Eggert Avenue in the Borough of Metuchen. All communications concerning this RFP, or the RFP process shall be directed, in writing, to the Borough Clerk. Every request for such interpretation should be made in writing to the Borough Administrator and must be received no later than 3:00 p.m. on October 15, 2025, to be given consideration.
