The City desires to retain a qualified and experienced Contractor capable of providing emergency and non-emergency service on an as-needed basis to restore and preserve existing streetlight operation. The selected Contractor will be required to provide service in a timely fashion in full conformity with prevailing standards. The City maintains a variety of streetlight types within its various neighborhoods and City facilities, and the City recently completed the conversion of all City-owned and operated streetlights to LED. The City's current contract for Streetlight Maintenance and Repair expires on June 30, 2025. The new contract will replace the current contract and is expected to become effective on July 1, 2025. The new contract will have an initial term of three (3) years, with two (2) additional one-year optional renewal terms, for a total contract duration of up to five (5) years. The contract includes an annual consumer price index adjustment, as outlined herein. The annual cost of the Streetlight Maintenance and Repair Services performed under this contract are estimated to be up to $300,000 per year for each year of the contract term. Offeror Questions Due in Writing: May 6, 2025 by 5:00 PM Q&A Addendum Issued: May 13, 2025 by 5:00 PM All questions regarding this Solicitation: (i) shall be submitted in writing by email to the Procurement Division, at procurement@gaithersburgmd.gov; BONDS A. The Offeror shall submit with its Proposal an executed bid bond in an amount equal to 5% of the Offeror's total Proposal price. The bond shall include a certified copy of the Power of Attorney of the attorney-in-fact that executed the bond. B. The Contractor shall, within ten (10) business days following receipt of a notice of intent to award issued by the City, furnish to the City an executed payment bond and executed performance bond, both of which shall: (i) be in an amount equal to one hundred percent (100%) of the total Contract sum; (ii) bear the same effective dates; (iii) be executed prior to the effective date of the Contract and not expire prior to the end of the term of the Contract; and (iv) include a certified copy of the Power of Attorney of the attorney-in-fact that executed the bond. AWARD Award of the Contract, if any, shall be to the Offeror whose Proposal is deemed by the City to provide the best service and value to the City. ACCEPTANCE AND REJECTION OF PROPOSALS The City reserves the right: (i) to accept or reject any or all Proposals in whole or in part; (ii) to waive any technicalities or informalities in Proposals; and (iii) to cancel or postpone this Solicitation at any time if determined to serve the best interests of the City. The City may reject the Proposal of any Offeror in arrears or in default to the City on any contract, debt, or other obligation.
