Renovation of a library in Capitola, California. Completed plans call for the renovation of a 46,975-square-foot, one-story above grade library.

Scope of Services The County is seeking turn-key Engineering, Procurement, Construction (EPC), and Commissioning of a complete, behind-the-meter solar PV system for generating electricity on-site as well as an additive alternate BESS for energy storage on-site and providing backup power via islanding operation. The selected Proposer will be solely responsible for the installation of a fully functional solar PV system and BESS (if awarded). These responsibilities include, without limitation: (i) compliance with all zoning, design review, permitting, and other applicable requirements of the City of Capitola, California, and any other relevant governmental authorities; (ii) all associated architectural, engineering, electrical, and structural analyses and design responsibilities; (iii) supply of all labor, materials, tools, and equipment; (iv) construction of the PV system and BESS; and (v) systems commissioning and testing. Proposals should include solar photovoltaic modules, inverters, racking and mounting hardware, battery systems, balancing of system - electrical (conduit, wiring, breakers, etc.), balancing of system - structural (roof attachments, reinforcements), Design & Engineering (including permits), Construction Labor, Commissioning & Testing, Monitoring & Data Acquisition System, General Conditions / Overhead, Contractor Profit, and Contingency (if included). The scope of services outlined herein is presented as a preliminary scope of services to generally communicate the expectations of services to be provided by the selected Contractor. It is anticipated that after further discussion with the County, the selected Contractor will prepare a final detailed scope of services with deliverables, work plan and critical path method schedule, and a fee proposal. The County will provide the Contractor and its subcontractors with reasonable and coordinated access to the Capitola Library site (2005 Wharf Rd) as required for site assessments, design verification, construction, and commissioning activities during agreed-upon working hours. The front door to the library cannot be blocked. Coordination with library operations will be required. The County will provide the following information to the Contractor in a timely manner: Existing Capitola Library building plans Available historical electrical utility consumption data for the library. The scope of services may consist of, but are not limited to the following: Design The County will provide existing site drawings, electrical diagrams, and all available relevant plans. These documents are provided for reference only. It is the sole responsibility of the Contractor to verify all existing conditions, and to conduct independent site assessments necessary to complete the design, permitting, and construction. Contractor to determine if all necessary information is available or if there is further documentation needed to complete the remaining tasks. The selected Contractor will provide progress (30%, 60%, and 90%) and 100% final designs for the solar PV and BESS (if awarded) project, including engineering stamps and ensure adherence to all applicable codes. The Contractor shall be responsible for the technical correctness, code compliance, and internal document coordination of the project design documents. The County's review of Contractor submittals will be for general conformance with project goals only. Responsibility for code compliance, technical correctness, and system performance remains solely with the Contractor and their licensed design professionals. Permitting The selected Contractor will be responsible for all permitting aspects of the solar PV and BESS (if awarded) project including all AHJ requirements up to the AC interconnection point in the Capitola Library. This includes, but is not limited to, obtaining all permits, coordinating directly with the City of Capitola and PG&E, preparing and submitting the interconnection application, responding to AHJ comments, and managing the utility witness test process. The County will provide property owner signatures and utility account access as needed. Major Equipment Approval The selection of major equipment, including PV modules, inverters, battery storage systems, and battery inverters, will be subject to the approval of the County of Santa Cruz General Services Department. Prospective contractors are required to submit detailed specifications and product data sheets for all major equipment proposed for use in the project for review and approval by the County prior to purchase and installation. Construction The construction of the solar PV and BESS project will be performed by the Contractor. The Contractor will have an onsite project manager during all phases of construction, hold weekly progress meetings with the County of Santa Cruz General Services Department, maintain an up-to-date budget and inventory control of components ordered, received and installed. The Contractor will also coordinate with the County to achieve Interconnection and Permission to Operate (PTO). The County Project Manager and relevant City, County, and Library staff will participate in key project meetings, including project kickoff, design review meetings, and regularly scheduled progress meetings. Commissioning, Performance Testing, and Startup The Contractor shall provide full commissioning, performance verification, and startup of the facility. The proposal should include a detailed list of the commissioning, performance verification, and startup procedures that will be performed. The Contractor is responsible for coordination with and assisting all City, County, and Library representatives observing and verifying this process. Commissioning must include functional testing of all PV and BESS components, verification of system performance against design specifications, and utility-required testing. Final acceptance will occur only after the City, County, and Library confirms the system meets agreed-upon performance thresholds based on commissioning results. Operations Following Substantial Completion, the operational phase will consist of routine maintenance, repair, performance monitoring, and associated asset management. Operations and Maintenance (O&M) and repair will be provided under a separate contract either by the selected EPC Contractor or an independent solar PV O&M company. Proposers may submit a proposal for ongoing O&M services but are not required to do so. The O&M firm is expected to offer a Performance Guarantee.
