Quincy-Columbia Basin Irrigation District (District) requests Statements of Qualifications for professional services to assist the District with the evaluation and design solutions for Babcock Pumping Plant pursuant to Chapter 39.80 RCW. The District seeks licensed electrical and mechanical engineering services for improvements and modifications to District pumping plant facility. Services required include the design for a replacement transformer, air gaps, station service fuses, main breaker modifications; an assessment of the viability electrically and mechanically for replacing two of the existing horizontal split case centrifugal pumps with a multi stage vertical turbine style pump and motor. Additionally, the District would like an analysis and design to address negative pressure inside the pumping plant and a design to keep the MCC's cooler. The Babcock slough pumps are corner ground delta with 480v running 2 60 hp pumps. The District is wanting to utilize the new neutral to update and eliminate the delta transformers and install new Y transformers, which will need to be engineered for load. All items involved with this RFQ must bring the pumping plant up to current NEC code standards. A firm will be selected based upon the following criteria categories, weighted as indicated: Qualification of key personnel (2); Relevant experience as demonstrated on previous projects (2); Previous performance (1); Expressed interest in projects of this type (1). The District may request additional information or clarification of submitted information during the evaluation process The District reserves the right to waive any irregularities as informalities and to reject any and all proposals.
