SCOPE: The City of Hallandale Beach (City) is seeking bids from all interested and qualified Firms (Proposer) who can perform force main improvement services for use by the City of Hallandale Beach Public Works Department. The purpose of this project is the construction of a new 20-inch diameter sanitary force main along NE 7th Street due south and east of the Big Easy Casino in Hallandale Beach. The proposed construction of the 20-inch force main will begin at the intersection of NE 7th Street and the west side Dixie Highway where the proposed 20 force main will be installed beneath the railroad with a jack and bore to the east, for approximately 60 feet. The 20-inch force main will continue east along NE 7th Street for approximately 3,900 linear feet to the intersection of NE 7th Street and NE 12th Avenue where it will connect into the existing 20-inch diameter force main. The City of Hallandale Beach has been awarded Fourteen Million Eight Hundred Seventy-Nine Thousand Two Hundred Nineteen Dollars and Zero Cents ($14,879,219.00) in CDBG-MIT (Community Development Block Grant-Mitigation) funding for the retrofitting of four lift stations and two force main pipelines. A new telemetry system will also be installed to improve emergency response capabilities by enabling City staff to monitor and control the retrofitted system remotely. This modernization allows for early detection and mitigation of storm risks or system failures. This project will satisfy the Low to Moderate Income (LMI) National Objective; there are 11,484 housing units within the project area, and the median household income is estimated to be $32,718, with approximately 38% earning less than $25,000 annually. The City of Hallandale is leveraging $2,072,752.00 for this project for a total project cost of $16,951,971.00. MINIMUM QUALIFICATION REQUIREMENTS (MQRS): This Bid/Project contains Minimum Qualification Requirements (MQRs) that firms must meet to be deemed Responsive. BID BOND: As per Procurement Code Section 23-12 (2) Security Bonds: Each proposer must provide with the submission a Proposal Guarantee/Bond in the form of Bid Bond in the amount of ten percent (10%) payable to the City of Hallandale Beach.
