Site work, paving and new construction of a mixed-use development in Nashville, Tennessee. Working plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; parking garage; road / highway; for paving for a road / highway; and transportation facility.

A timeline for construction has not yet been established.** CONRAC Project As of June 18, 2025, Project 2554: CONRAC (CLOSED 06/05/2025) The following firms submitted responses: Hensel Phelps Construction Co Holder Construction Group, LLC Messer Sundt (JV) Turner Flatiron Dragados Joint Venture (TFDJV) All submittals are under review. For furnishing all materials, labor, tools and appurtenances for completion of the design and the construction of the CONRAC Project and other incidental items Written authorization to submit a non-electronic proposal may be requested by emailing purchasing@flynashville.com at least five (5) days prior to the date proposals are due. Proposers submitting a non-electronic proposal must submit a copy of the written authorization with their proposal package THE PROJECT consists of completing the construction; furnishing all labor, materials, tools, equipment, and incidentals; and performing all Work necessary for the design and construction of the CONRAC Project in accordance with the details as shown on this Request For Proposal (RFP), or as directed by MNAA or its authorized representative. Proposers must be in good standing with the State of Tennessee and be qualified to meet all Local, State and Federal statutes, codes, regulations, and ordinances governing the performance of the type of Work for which Proposer is submitting a Proposal The CONRAC Project will commence in July 2025 with completion within the specified number of calendar days SCOPE. As a major component of the BNA New Horizon II Program, the CONRAC project consists of the design and construction of the roadways, bridges and relocated utilities that will complete the Terminal Access Roadway Improvements (TARI) project; and the construction of a six (6) floor, concrete structure that will contain a new CONRAC facility and a new parking garage. The roadways scope consists of approximately four miles of new roadways, five bridges and the associated utility relocations needed to complete the terminal loop road and clear the site for the construction of the new CONRAC and parking garage structure. Also included is expansion of surface parking, modifications to existing garages to enable revised traffic flows, installation of new signage along the terminal roadways and a comprehensive landscaping program for all landside areas. The CONRAC scope consists of an approximate 4,800 vehicle capacity (3,500 ready return stalls and 1,300 staging spaces) consolidated car rental facility that will include all customer service, quick turnaround and vehicle storage areas for the rental car companies serving BNA. Also included is the scope necessary to create a pedestrian pathway from the new CONRAC to the existing Terminal. The parking garage scope will create approximately 3,000 new parking spaces, along with new entry and exit plazas for all terminal-area parking garages, a new parking management office, and all associated revenue control and parking guidance systems to match the existing terminal garages. Further, MNAA has determined that, if the Proposer proposes to accomplish any or all of the Work under this Project which entails masonry work exceeding $100,000, and electrical, plumbing, heating, ventilation, air conditioning, and geo-thermal equal to or exceeding $25,000 in value through the utilization of Subcontractors or to accomplish with Subcontractors any other part of the Work for which the Proposer does not hold a valid Tennessee Contractor's License, then those Subcontractors must, at the time the Proposal is submitted to MNAA, hold a valid Tennessee Contractor's License, current and in full force and effect in all respects, in such of the following classifications and sub-classifications as apply to the Work for which they will be subcontracted. RIGHT TO REJECT ANY AND ALL PROPOSALS. MNAA proposes to award the Contract to the lowest responsive and responsible Proposer, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation. Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer
