**As of June 18, 2025 this project has been awarded to Economy Carpentry, Painting & Concrete, awarded amount not available.** City Sidewalk Panel Repair/Replacement/Construction The Risk Reduction Office of Manhattan Fire Department hereby requests bids for City Sidewalk Panel Repair/Replacement/Construction. Services requested are for repair, replacement, or construction of designated sidewalk panels on all ground and properties as specified by the Risk Reduction Office. All persons awarded and/or entering into Agreements with the City of Manhattan shall be subject to and required to comply with all applicable city, state, and federal provisions pertaining to non-discrimination, equal employment opportunity, and affirmative action on public contracts. The initial term for the City Sidewalk Panel Repair/Replacement/Construction runs for one year from the date of execution of the Agreement between the City and the selected Bidder, and automatically renewed for four additional, one-year terms unless either party gives 90 days' notice of cancellation. All persons awarded and/or entering into Agreements with the City of Manhattan shall be subject to and required to comply with all applicable city, state, and federal provisions pertaining to nondiscrimination, equal employment opportunity, and affirmative action on public contracts. 2. The proposal form shall be filled out in full. Each proposal shall bear the Bidder's name and exact post office address. Any persons signing as an agent shall submit acceptable evidence of authority. If the Bidder is an entity, as opposed to a natural person, such as, but not limited to, a corporation, LLC, LLP, or partnership, the Proposal shall: a) identify the state under whose laws the entity has been formed; b) if the state of formation is not Kansas, whether or not the entity has been authorized to conduct business in Kansas; c) state whether or not the entity is in good standing both within its state of formation as well as Kansas; d) identify the name and address of the resident agent authorized to accept service in Kansas. 3. Bidders may bid and be awarded contracts for one or more of the Parts shown on the Bid Proposal Form and defined herein. Bid preference will be given to proposals that include costs for all four parts. Bids awarded will be first based on lowest cost overall of all five parts. 4. No Bidder may withdraw their bid for a period of forty-five (45) days after the date of the bid opening. 5. Before award of the Agreement, the successful Bidder will be required to satisfy the City as to their experience and competence to execute the Work. 6. Bidders are not required to be present at the opening of bids. 7. The right is reserved by the City to reject any or all bids when it is in the best interest of the City to do so, to waive any irregularities therein, and to determine which is the lowest and best responsible Bidder most suitable to the City of Manhattan, Kansas, and to award the Agreement on that basis. 8. Each Bidder will become acquainted with all conditions pertaining to the proposed Work, and any prospective Bidder in doubt as to the true meaning of any part of the Work or the Agreement may submit to the Senior Code Zoning Officer a written request for an interpretation thereof. Official interpretation, modification, or revision of the materials, prior to the bid opening, will be made only by Addendum, duly issued and mailed or delivered to each requesting party. City staff assumes no liability for any other explanations or interpretations of the documents. This Agreement, and the Services, shall commence on May 31, 2025, and shall terminate on December 31, 2025. Following this initial term, the Agreement shall automatically renew for up to four (4) additional one-year periods commencing January 1 and terminating December 31 of each year unless either party provides written notice of cancellation at least ninety (90) days prior to the expiration of the current term. Annual renewals shall be subject to a maximum price increase of 3.0%. If the proposed increase exceeds this limit, the Agreement will require a rebid. Each Part under this Request for Proposals may be rebid separately if a rebid is necessitated by this clause. All other terms and conditions shall remain unchanged as outlined herein.
