The Work generally consists of constructing a 56,000 pre-cast building and an 8,300 square foot wood framed building and associated architectural, structural, mechanical, fire protection, plumbing, electrical, solar, technology, and sitework at the Eastern Iowa Airport in Cedar Rapids, Iowa. construction cost for the Work is $28,500,000 FAA Grant 3-19-0012-079-2024 Phase 1 Design & Bidding FAA Grant 3-19-0012-080-2025 Phase 2 Construction Services FAA Grant 3-19-0012-081-2025 Phase 3 Construction The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the current scheduleof wage rates established by the United States Department of Labor. The Cedar Rapids Airport Commission anticipates a Notice-to-Proceed to be issued following establishment of Federal Funding assistance and following submittal and approval of the properly executed contract documents, and has established the following completion requirements: a. Early Start Date: November 4, 2025; b. Late Start Date: March 24, 2026; c. Phase 1: Substantial Completion within 420 Calendar Days; d. Phase 1A: Complete within 30 Calendar Days, Completed concurrently with Phase 1; e. Phase 1B: Complete within 5 Calendar Days, Completed concurrently with Phase 1; f. Final Completion: 120 Calendar Days following Substantial Completion date. All project work shall be substantially completed within the stated timeframe. This project is subject to liquidated damages as prescribed within the project manual. Bid security in the amount of Five percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. The successful bidder shall be required to provide Performance and Payment Bonds, each in the amount of 100 percent of the Contract Price. Bid security and other bonds shall be provided on forms furnished by the Owner. All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the Cedar Rapids Airport Commission for a period not to exceed 120 days from the date of the bid opening for the purpose of conducting the bid evaluation. In accordance with 49 CFR Part 26.45, the sponsor has established a contract goal of 0.29 percent participation for small business concerns owned and controlled by certified socially and economically disadvantaged enterprise (DBE).
